All the texts below refer to the status of the last archived ISR following the mission in November 2013. Road upgrading component About 298 km out of the total 435 km of roads under the project have been covered with Dense Bituminous Macadam or Bituminous Concrete/Semi Dense Bituminous concrete, upgraded to a double lane road standard. The overall physical progress as of end October 2013 is 50%. Packages 2, 7 and 10 have substantially been completed and taken over by HPRIDC. Packages 3, 4 and 8 are most likely to be completed by March 2014. Most of the roads under Phase I and Phase II are available 100% hindrance/encumbrance free. Page 1 of 6 The World Bank Report No: ISR13664 The termination of the two contract packages 5 and 6, which constitute about 40% of the total civil works by value, had caused an overall slow implementation progress in the past one year. The two packages were repackaged in to four contracts were rebid; the award of the three contracts namely 5A, 5B and 6B have been completed, the agreements for the first two were signed on November 19, 2013 and the third is expected to be signed before end November 2013. Package 6A is also expected to be signed by end December 2013. Package 1 contractor continued to be devoid of any interest in taking up the outstanding four bridges and RIDC is considering alternative modality on completing the bridge works Public Disclosure Copy through a separate contract. Contract Package 9 has been performing poorly over most of the last year both in the quantum and quality of the civil works. Appropriate contractual measures including the possibility of termination should be considered to ensure the completion of the outstanding works before the Loan closing. Road Maintenance Component About 1300 km of the core road network has received periodic maintenance along with bio-engineering works piloted in some sections to stabilize fragile slopes. Periodic maintenance on 70 km is ongoing while another 90 km of works have to be tendered. The tenders to pilot Long term Performance Based Maintenance Contracting (LTPBMC) on about 400 km road stretches is delayed; as PWD sought to have more knowledge and experience gained prior to tendering, from other states with experience in the scheme. Take action to undertake the outstanding bridge works in Package 1 through a separate contract after all the contractual formalities have been dealt with the current contractor. 2. Take contractual action, including the possibility of rebidding, should the current contractor of Package 9 fail to make a quick tun around by mid December 2013. 3. Complete the award of all outstanding periodic maintenance works by end January 2014 and Long Term Performance Based Maintenance Contract (LTPBMC) by end Feb 2014.
