The project has made slow progress over the past 6 months, and while there have been significant steps forward, implementation continues to be delayed which translates to ow disbursement ( about 40% or planned amount). The main cause of delay continues to be insufficient staffing, particularly in the Ministry of Justice, and less than needed attention of the Project Oversight Committee (POC). The Chief Justice has appointed a working group (WG) to analyze the reasons for and identify solutions to the project’s slow implementation. The WG established that the reasons for low disbursement and delay include: insufficient communication Page 1 of 4 The World Bank Report No: ISR12685 with/reporting to the top managers; still frail implementation capacity, particularly in the MOJ; cumbersome decision-making procedures; and a lack of coordination among JIs (particularly in the case of joint procurement packages). The POC and the Bank have agreed on an action plan to speed up the project implementation. Progress has been made in: (i) staffing of the PUs ( the AGO and SC) and PSU; GO, and establishing implementation structures to support Provincial Project Oversight Committees in Bamyan, Herat and Kabul; (ii) conducting a survey of legal needs in Bamyan, Kabul ( under a Gender and justice Project); (iii) procurements of such important services as developing the 'Capital Investment Public Disclosure Copy Plan', and the ‘Legal Aid Road Map)’; (iv) hiring additional legal aid providers ( in 5 provinces) and merging a legal aid office in Uruzgan (operated by ILF) into MOJ's system ; and (v) agreeing on the approaches (TORs) to the review of legal aid regulatory framework and developing human resource strategies for all three justice institutions. The AGO has made impressive progress in implementing Pay and Grading reform, and the SC and AGO have advanced their infrastructure projects.
