As a result of power shortages in Ethiopia, the Government had imposed a moratorium on grid extension and rural access during 2008-2010, and the project activities were delayed by two years. The Credit Closing Date was extended up to November 30th, 2013 to cope Page 1 of 7 The World Bank Report No: ISR12318 with this delay. Further procurement issues and shortage of meters slowed down the implementation pace. An action plan was agreed with EEPCo to sort out these issues and Bank agreed to further extend the closing date to December 31, 2014. Grid-based Rural Electrification component: The original scope of this component was to electrify 265 rural towns and villages throughout the country, serving an estimated 108,000 Public Disclosure Copy consumers. The project scope was expanded to include 100 additional rural towns to serve an estimated 130,000 consumers. The work is EEPCO's responsibility and financed under its own budget. Construction activities are ongoing in the targeted localities. More than 1,900 km of distribution line were constructed to electrify 220 rural localities by end-October 2013. However, only around 20,000 consumers are connected to the network (i.e. 15.4% of the current project target). Off Grid Component:25,000 Solar Home Systems were procured and 20,044 were installed as of October 20, 2013. Additional supply of 3,745 more SHS is expected to be delivered by end-November 2013 following contract amendment. In addition, 500 local technicians were trained as part of the supplier contract to provide after sale service in the different regions concerned. The design and environmental studies of 5 micro-hydro schemes were finalized. GPOBA: The implementation of this Grant was delayed for about two years due to a supply crisis that hit Ethiopia in 2008-2010, and the resulting moratorium on residential connections. Since May 2012, the implementation progress has slowed down due to lack of meters in EEPCo’s stock. EEPCO signed a contract with a local supplier and resumed connection from February 2013. The grant was closed on June 2013. The verification is currently on going on a list of 40,300 connections.
