All three substations will be completed by December 2014. There were delays in the construction of transmission line due to long time taken to finalize the route alignment. It took nearly two years to finalized route alignment, now there is good progress in transmission line construction with 65 foundations completed and 10 foundations works under progress. 13 tower erection have been completed and stringing team is preparing plan for stringing first section (34 kms) of the transmission line. The first section of 34 kms is expected to be commission by September 2014, and this would enable transfer Page 1 of 6 The World Bank Report No: ISR15352 of 22 MW of electricity generated by the private hydropower generator. However, even this this pace of construction, it would not be possible to meet the original completion schedule and complete the entire 90 kms of transmission line within the project closing date of June 2015. Based on rural electrification plan under the transmission corridor, bidding document is under preparation for procurement of distribution materials and its installation. However, this Public Disclosure Copy activity would need about two year for completion, which will extend beyond the project closing date of June 2015. Under the renewable energy component (component 3): AEPC has identified a 250 kW micro hydro site for implementation. Feasibility study of the proposed site is under progress. Installation of 124 toilet attached biogas plant has been completed against the target of 200 plants. Six solar lighting system in schools have been completed and 4 such installation are under progress. Installation of 165 solar home systems have been completed against a target of 300 such installation. All the target activities will be completed within the project closing date. The Public Relations Officers (PROs) appointed by the Project are quite effective in managing the interface between the contractor and local stakeholders. The Project has executed a detailed activity and time wise MOU with the Environment and Social ServicesDepartment (ESSD) under NEA. ESSD has recently increased field staff which helped in completing the agreed action plan. There are two environmental monitors, one social monitor and a part-time team leader. With presence of full team, environmental and social activities are expected to speed up further. There could be potential Right-of-way issue at one location in the Phidim district. This needs close attention of NEA management and need to resolve the issue as per the guideline and comply with the WB safeguard policies.
