Component 1 - Nile Basin Initiative Secretariat (Nile SEC). Nile-Sec has continued to provide a platform for cooperation in the basin, informed by tools such as the Nile Basin Decision Support System and basin-wide hydromet and climate change models. It celebrated its 20th Anniversary and Regional Nile Day in Kigali, Rwanda during the reporting period. The event allowed stock-taking of the cooperation and development that has taken place and also allowed for a reflection on how to move forward. In addition, the Secretariat has adopted a more realistic budgeting in relation to country contributions which should provide for a less challenging financial sustainability in the long-term as long as the current challenges with low country contributions is reversed. The Secretariat presented ideas for a potential new phase of support which will be further elaborated in a concept note to be shared with the Bank in early June. 7/18/2019 Page 1 of 8 The World Bank Implementation Status & Results Report AFCRI-Nile Cooperation for Results Project (P130694) Component 2: Nile Equatorial Lakes Subsidiary Action Program (NELSAP-CU). NELSAP-CU informed the mission about its continued investment focused work progressing including both development of the Nile Equatorial Lakes Investment Plan (NEL-IP) as well as mobilizing country interest in joint investments. The mission congratulated the center on the progress, particularly noting its move towards further mobilization of investments. In addition, ideas for a potential future support program was discussed and ideas included technical tools to underpin investment selection and a Project Preparation Facility and associated Technical Assistance Unit. NELSAP development of the Investment Plan will also be underpinned by water accounting work conducted under this project. NELSAP has finalized feasibility, detailed designs and tender documentation and ESIA/RAP studies for the three multi-purpose projects in the Mara, Kagera, and Sio-Malaba/Malakisi (SMM) catchments and have handed documents over to member states. The Kabyuanda feasibility, detailed design and tender documentation study was completed and handed over to the Government of Uganda, as well as the draft ESIA/RAP study. Component 3: Eastern Nile Subsidiary Action Program (ENTRO). ENTRO informed the mission about the progress of the work program highlighting both the capacity building as well as the knowledge generation on topics including e.g., dam safety, flood forecasting and hydromet data. Watershed management projects (two in Ethiopia and two in Sudan) prepared under NCORE AF2 are still available for uptake. ENTRO presented ideas for a potential next phase of support which will form the basis for discussing the new phase. ENTRO continues to advance the Integrated Knowledge Platform (IKP) in collaboration with the other centers. Financial Management: The project did experience Financial Management issues during the previous reporting period that were closely linked to institutional sustainability challenges. Challenges in receiving country contributions remains for all centers.
