To date the level of disbursements remains low. However, calls for Expressions of Interest (EoIs) were made to cover implementation of a considerable number of Page 1 of 6 The World Bank Report No: ISR14541 program activities, with a considerable number of EoIs received. MdJL is now reviewing the EoIs and developing Terms of Reference (ToRs) to support proposals. These ToRs cover contracts worth roughly 60% of the loan amount, which the MdJL plans to execute in calendar year 2014. Visits by the Project Management Unit (UGP) to pilot courts has continued, with the UGP planning to visit the remaining pilot courts in the near future. A new Secretary General, M. Abdelilah Lahkim Bennani, has been appointed in MdJL and has prioritized increased implementation of the Mahkamati program. To support this, MdJL and the World Bank have agreed on a number of steps to be taken over the next six months, Public Disclosure Copy including: more regular meetings of the UGP (weekly) and the Comité de Suivi Technique (CST); review of ToRs by the World Bank; visits of the UGP to all pilot courts to inform stakeholders on progress and obtain feedback in program implementation; and identification of means by which the Mahkamati program can further implementation of the Charter for the Reform of the Judicial Sector and the Public Expenditure and Institutional Review of the MdJL. To reflect the still slow implementation, the ratings for 'Progress towards Achievement of the Project Development Objective' and 'Overall Implementation Progress' remains at Moderately Satisfactory.
