No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING 1. The project is rated Satisfactory in the progress to achieve its development objective and satisfactory in implementation progress. Since project effectiveness on 2nd October 2018, the project has made tremendous progress in completing key activities that will enable the eventual production and consumption of nutritious foods among adolescents and their families. Activities include mobilization of adolescents as key beneficiaries of the project, and their participation in various activities; establishment of all project structures from national to community levels, including strong coordination and management by the Farmers Union of Malawi (FUM), which is the implementing agency. At district level, there is a strong project buy-in, and the project is well coordinated through the District Nutrition Coordinating Committee (DNCC), in line with the Government policy. The first disbursement of US$0.50 million has been made, representing 18 percent of the project budget. The project closing date is 31st December 2021 and implementation progress is on track. 2. The project objectives continue to be achievable and likely to be met within the project timeframe. A strong project management team at FUM is in place and steering the project to ensure effective implementation. The same level of commitment has been demonstrated at district level, through placement of key personnel to steer implementation, working closely with the Government structures at all levels. At this stage, the project is moving towards its peak implementation. One key undertaking is the execution of the strategic demonstrations for production and processing, which will act as a learning ground for adolescents and the households in which they belong. The implementation of this activity, and associated trainings was envisaged to be undertaken by a Consultative Group for International Agricultural Research (CGIAR) entity as per approved Project Appraisal Document (PAD). However, the original Finance agreement did not include this sub grant execution, which is key to professionally deliver the trainings. 3. FUM has requested for inclusion of the disbursement Category in the Finance Agreement which can allow the sub grant execution of training activities. In the original agreement, all trainings under the project were lumped together as ‘Training under the Project”. The proposed request will ensure that a distinction is drawn between client-executed trainings (by FUM) and trainings conducted by a sub grantee. The proposed changes to the Financing Agreement are to add a disbursement category in in the Financing Agreement, a reallocation among the disbursement categories to accommodate subgrants, as well as the addition of a definitions for “subgrants” and the implementation arrangements for the subgrants. All these aspects were previously included in the approved PAD. This amendment to the Financing Agreement will allow the project to engage with the CGIARs institution to carry out high quality training activities to promote rolling out of nutritious/biofortified crops in Malawi. The remaining activities under the training category will continue to be executed by FUM. I.
