The Project Progress Report of April 2019, including the Results Framework, is provided in Annex 1. Under Component 1, out of 100 communities originally targeted by the Project, the Pasture Management and Livestock Development Plans (PMLDPs or Plans) for 106 communities in eight Marzes (Aragatsotn, Gegharkunik, Lori, Kotayk, Shirak, Syunik, Vayots Dzor and Tavush) are currently at different stages of implementation. Under Component 2, three calls for proposals were announced (August 20, 2015, April 19, 2016, and February 9, 2018) which resulted in 26 completed projects and 26 more projects currently under implementation. Under Component 3, animal health services sub-component, the training program for Community Veterinarians (CVs) is completed, 6/7/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Second Community Agriculture Resource Management and Competitiveness Project (P133705) construction of one of the proposed Veterinary Service Centers (VSCs) in Mets Parni community is completed and planning for the second VSC in Hrazdan is underway. Under the food safety services sub-component, the training for food safety inspectors and procurement of equipment for the State Food Safety Service (SFSS) is completed. A server to help improve the management of SFSS operations and to link the headquarters in Yerevan with the Marz-level offices has already been procured and the server room reconstructed. With Project assistance, a one stop-shop service center was opened in the premises of SFSS. Good progress has been made in provision of support to the Scientific Center of Vegetable Crops (SCVC) with the rehabilitated greenhouse being used to produce seeds and seedlings. The Project may still reach most of its original PDO indicators in case if the Project is extended. For example, as a result of Project interventions, milk productivity for cattle has increased by 17.0 percent as compared with end-Project target of 20 percent (from 1,420 l/year to 1,661 l/year); the value of the annual marketed production of milk, meat, fruits and vegetables was estimated at 2,499 million Armenian dram (AMD) as compared with the end-Project target of 800 million AMD; the sales of animals both for cattle and sheep, was estimated at 21,368 and 28,072 respectively compared with the end-Project targets of 33,000 and 67,000(the final numbers for the year will be estimated in January 2020); pasture management effectiveness score is 37.8 while end-Project target is 50; (for tracking the progress with other indicators please see Annex 1, Progress Report, including Results Framework). However, since the time of the Mid-term Review in July 2017, Project implementation slowed down significantly and needs to pick up in order to complete the envisaged investments and achieve all project targets. While the discussion of the changes to the Project’s key parameters will be discussed once the Project implementation is back on track, the mission deems that given considerable delays caused by successive changes to Project management set up, an extension of the closing date will be necessary for the project to satisfactorily achieve its development objectives.
