On October 12, 2011, the additional financing was signed at the Madagascar World Bank Country Office. It became effective on March 23, 2012, and the new closing date is now December 31, 2014. This AF will ensure the ongoing protection of 2.7 million hectares of Madagascar's protected area network, with a focus on surveillance and social safeguards activities, through the provision of bridge financing to 33 protected areas. The AF will also address a medium to long-term need to scale up sustainable conservation finance activities and optimize management costs through: (i) support to ecotourism, preparation for the carbon market and further capitalization of a conservation trust fund (through the US$10 million contribution from GEF); (ii) support for the institutional reform of Madagascar National Parks; and (iii) increased focus on long-term community development. Globally, the additional financing will allow the completion of safeguards activities commenced under EP3, and increase support to 100,000 households living around the protected areas through community projects. Four new protected areas have been included in the AF: Masoala National Park, Nosy Manga Be Special Reserve, Makira forestry corridor, and the Ankeniheny-Zahamena Forest Corridor (CAZ) in the East. The latter presents a high potential to generate carbon revenues (the Bank already has a BioCarbon fund project) and requires support to address social issues. Inclusion under the AF will ensure this protected area fully complies with Bank safeguards policies. Masoala National Park is the protected area most affected by illegal logging in Madagascar, and has been included in the AF in an endeavor to halt this illicit activity. In line with the Environmental and Social Safeguard Plans (ESSP) elaborated for the 11 protected areas created or extended under EP3 and the Indigenous People Development Public Disclosure Copy Plan (IPDP) for the Mikea protected area, compensation micro-projects were delivered to 26,000 households affected by access restriction to 11 parks managed by Madagascar National Parks (MNP) and to COFAV (Corridor forestier Fandriana Vondrozo), managed by Conservation International. While the implementation of these micro-projects is still ongoing around COFAV, those implemented around MNP-managed protected areas were evaluated by independent consultancy firms. It was decided that these would resume under the Additional Financing, to insure an acceptable success-rate of compensation is achieved. The 33 protected areas are monitored and protected. However, poaching of endangered tortoise species has been reported in two national parks: on the fringes of the Cap Sainte Marie Special Reserve, in the southernmost tip of Madagascar, and the Baie de Baly Special Reserve. Illegal sapphire mining activities have also been reported in the CAZ protected area.
