The first request for proposals (RfP), launched in July 2013, has been successfully completed. All 32 approved projects were completed, and benefited a total of 1,230 individuals. Only 2 out of the 32 projects did not achieve the expected upgrade in local infrastructure. (i) the sub-project (Reboisement Jbel Ezitoun Boussalem), whose objective was to improve the region’s forestry, planted 150 eucalyptus trees too soon in the season and most trees died; (ii) the sub-project (Réhabilitation Piste Rurale Ains Sobh Mekna Tabarka) did not follow the recommendations and technical specifications given by the Ministry of Equipment for this type of project. While the road improved with the rehabilitation efforts, regional Page 1 of 3 The World Bank Report No: ISR16310 staff from Ministry of Equipment considers that it will be subject to a rapid deterioration due to the insufficient thickness of the rehabilitated road coating. This share of failure (6%) is actually lower than that expected by the team at project preparation (10%) since the project took into consideration that the capacity of executing NGOs is developing and the local government has limited capacity to monitor all sites. The local PIU and local authorities have committed to improve the frequency of site inspections to avoid Public Disclosure Copy these issues to the extent possible. Based on lessons learned during the first RfP, some improvements in terms of both design and implementation were introduced to the second RfP, which was launched in September 2014. Sub-projects under the second RfP are expected to be selected by December 2014 and implemented between January and March 2015. The project is envisioned to close in June 2015.
