Extensive discussions held with all stakeholders to review the implementation status of activities under the project confirmed that the PDO continues to be relevant though it may not be achieved by the project closing date due to substantial delays in the implementation of all components. Admittedly, the pace of implementation has picked up recently with the award of all five major road works contracts, leading to 62% of project funds being committed. The disbursement ratio has also moved up substantially over the last FY from 2% to over 20% and the pace needs to be further improved as the project is now in the fourth year of Public Disclosure Copy implementation. Substantial cost overruns are estimated for the major works components; these are being reviewed to determine how the funding gap will be addressed going forward.
