To date, the Project (original and additional financing) has disbursed US$20.5 million, about 71% of loan proceeds. Delays in project implementation can be largely attributed to the inauguration of a new administration in August 2012 and subsequent changes in management of the Social Cabinet and the project implementation unit. Page 1 of 7 The World Bank Report No: ISR12640 During the June 2013 mission, the Government evaluated the activities that were currently being implemented as well as remaining activities. It was agreed that a reallocation of existing funds across expenditure categories in both loans (original and additional financing) as well as the extension of the closing date would allow for the completion of key activities and result in an overall highly satisfactory Project completion. Critical activities for Project completion include: the provision of documentation to an additional 60,000 Public Disclosure Copy individuals under the age of 16, the completion of the construction and rehabilitation of four civil registry offices, the development of a proposal for the use of SIUBEN’s second socioeconomic study and the expansion of community scorecards. An official request for the extension of the Closing date (for both loans) and the reallocation of funds across expenditure categories was received by the Bank in July 2013 and was finalized through a Project Restructuring completed in October 2013. During the September 2013 mission, SIUBEN officially presented the findings of its second socioeconomic study. The findings indicated that the Project was critical in providing technical and financial assistance to the delivery of the certified national database, the design of a new Quality of Life Index (ICV, Indice de Calidad de Vida), and the creation of several socioeconomic reports based on the new data. SIUBEN is currently working on a proposal for how this data will be shared and used to enhance social programs in the Dominican Republic. Key highlights, by component, include: Component 1: As of August 31, 2013, 227,840 individuals categorized as poor under the SIUBEN registry have been issued IDs with support from the Project. This is 62% of the Component's final coverage goal, with about 136,000 people still pending the issuing of an ID (38%). The process of providing identification documents to undocumented individuals is complex and requires the coordination of several key actors including the Social Cabinet, SIUBEN, the Central Electoral Council (JCE), and the Conditional Cash Transfer (CCT) Program, Progresando con Solidaridad (ProSoli). The Project extension takes advantage of this unique collaboration, which has been fostered and consolidated over the past few months, and supports these actors in providingidentification documents to all poor individuals under the age of 16 currently enrolled in the SIUBEN and families enrolled ProSoli. To reach this goal, the Social Cabinet has improved training and oversight mechanisms for a staff of 241 legal-aides and 52 supervisors, while enhancing day-to-day coordination with the Central Electoral Council (JCE). Additionally, the construction and rehabilitation of four new oficialias (on-site JCE branches) is well underway. The first site, Villa González, is expected to be completed by December 2013, while the remaining three will be completed by March 2014. Component 2: This component continues to support the strengthening of the Social Cabinet and its various programs for improved implementation of social policies and programs. SIUBEN presented its findings of the 2011/2012 second socioeconomic study, noting that it reached some 2.1 million households, where 1.7 million have been validated to date. Under ProSoli, it was agreed that the Community Scorecards (CS), a successful mechanism that allows beneficiaries to diagnose, evaluate, and propose solutions to any issues regarding social services provision quality and efficiency, would be scaled up nationwide. The Project is currently supporting improvements in its methodology as well as strengthening local capacity for using the CS long beyond the financial support of the Project. The Project is also financing the execution of the impact evaluation of the CSs. Finally, the methodology and design of the training for the community leaders responsible for accompanying families in ProSoli is underway.
