While it was expected that the four mounths since the last implementation support mission would constitute a catch-up period in this respect, this did not turn out to be the case. The most recent implementation support mission devised an action plan to address these delays. This plan includes strict prioritization in the implementation of activities for 2016 with a view to advancing progress against results indicators and disbursements; a review of human resources arrangements and the hiring of temporary support for the PIU where necessary to drive project implementation; and the institution of weekly team meetings to discuss progress against activities and identify bottlenecks, and the institution of more frequent progress reporting to the World Bank. Component 1, Strengthening the capacity of the forestry administration, is progressing comparatively well against set targets, in particular with respect to the development of computerized management systems for the ministry and training of ministry staff. Notable exceptions are delays in the Information Management System due to protracted negotiations for the development of a computerized Forest Management System. Moreover, delays with the VSAT connections in Departmental Directorates of Forestry remains an issue, as it hampers access to information systems. Their activation has been identified as a priority. The development of application texts for the forest code was delayed by procurement issues, but has now started. Component 2, Involvement of local and indigenous communities, is progressing in terms of preparation of simple management plans and implementation of a first suite of smallholder agroforestry activities, although the former was delayed because of procurement issues. The bulk of component funds remains to be allocated for this latter activity, and implementing them in time for project close will represent one of the project's greatest challenges. Planning for this will now take precedence. The implementation of apiculture projects has been identified as a quick-win priority. Component 3, Prospective studies and communications, is the most advanced in terms of meeting its indicator, but is still expected to accelerate development of terms of reference for further studies. so as to keep up with its targets for the year.
