The Program also includes an IPF Component, financed by $20 million grant from the Global Financing Facility (GFF), for catalytic investments that accelerate improvements in implementation capacity and strengthen intervention delivery systems thereby laying the foundation for long term sustainable reform. The IPF Component will also support the government’s learning agenda, including implementation course correction, impact evaluation as well as global knowledge exchange. The Government of Indonesia has made good progress to establish the overall policy and implementation arrangements for the National Strategy to Accelerate Stunting Prevention (Stranas Stunting) in the current reporting period. The Secretariat of the Vice President (Setwapres) established a transitional Stunting Support Unit at TNP2K and is currently conducting recruitment for the full unit. Setwapres and the National Planning Agency (Bappenas), in consultation with eight implementing ministries and development partners, issued the Stranas Stunting document with 96 stunting priority districts on November 21, 2018. The 2018 summit secured political commitment from 63 priority district leaders to accelerate stunting prevention through implementation of convergence/integration actions, empowering villages and implementing local BCC strategies. Bappenas issued Implementation Guidelines of the Convergence Integration/of Stunting Reduction Interventions in September 2018, which the Ministry of Home Affairs (MoHA) disseminated to the 160 stunting priority districts for 2018 and 2019, and at least 90 districts have already begun implementation of the convergence actions with support from a transitional Provincial TA Pool under the leadership of MoHA. The Ministry of Villages (MoV) is actively rolling out Human Development Workers (HDW) to the 160 stunting priority districts based on lessons from piloting HDW in 3,105 villages in 31 stunting priority districts in 2018. Setwapres, as well as the nine implementing agencies, have achieved or almost achieved all DLI targets for 2018. All implementing agencies have secured adequate budget and issued necessary regulations and guidelines to achieve their 2019 implementation targets.
