The PDO would be achieved by strengthening the ongoing reform process and moving it further along with the following outputs: (i) enhanced capacity in creating a sustained program to develop skilled procurement professionals, (ii) strengthened management and monitoring of procurement in target agencies, (iii) introduction of e-government procurement in CPTU and the target agencies on a pilot basis, and (iv) creation of greater public awareness of a well functioning public procurement system by engaging civil society, think tanks, beneficiaries, and the private sector. Meanwhile, PPRPII AF has also been approved by the Bank on May 9, 2013. PPRPII was initially extended up to September 2013, but with the approval of PPRPII AF, the entire credit (combined PPRPII & PPRPII AF) will remain valid up to December 31, 2016. With over 95% disbursement, the project shows good implementation progress though staffing issue at CPTU is still a challenge. The e-GP during its rolling out phase in the four target agencies is close to the set target up to June 2013 Public Disclosure Copy (mostly achieved). Other key reform actions relating to capacity development, and performance monitoring by the four target agencies continue to show progress in terms of improving competitiveness and transparency. This progress has been made despite amendments of 2009 to the Public Procurement Act (PPA), certain parts of which were not consistent with the World Bank Guidelines. Of 34, 18 have also received Masters in Procurement and Supply Management, with the remaining 16 almost at the completion stage. Also, about 4000 of various audiences underwent short training covering about 15 types of courses. Electronic procurement: After completing pilot, all four key sectoral agencies (RHD, LGED, REB, and BWDB) are at its rolling out phase and close to achieving the set target up to June 2013 (mostly achieved).
