While the project is moving at a slower than expected pace due to a variety of factors that are outside the control of the implementation agency (e.g., State bifurcation, new LARR Act and almost simultaneous elections at all levels of government), the available data on selected key result indicators such as, for example, share of CRN in good condition and the reduction in travel time on completed sections suggests that the project is steadily moving towards the achievement of its Page 1 of 10 The World Bank Report No: ISR15934 development objective. Also, the project is being implemented within a reasonable threshold of the original cost estimates; the current estimate of the total cost for implementing all project activities – at ₹ 3,188 cr – remains very close to the appraisal-time estimate of ₹ 3,148 cr. Keeping these factors in view, the rating for the achievement of PDO has been retained at moderately satisfactory. Public Disclosure Copy Implementation Progress: The project is performing satisfactorily w.r.t. the Long-term performance-based maintenance contracts (about 6,000 km) under the Road Improvement component, the PPP facilitation component and expediting procurement of civil works related to demo corridor and black spot improvement under the road safety component. Among the remaining components and activities, the progress is behind schedule in about 240 km (out of the total 427 km) of upgradation works under the road improvement component and implementation of the Road Asset Management and Organizational Strengthening (both under the Institutional Development Component). Subject to expeditious resolution of issues related to bifurcation and LARR and effective contract management, the project is now expected to complete all the activities in about 18 months beyond the current closing date of the project, that is, June 30, 2015. In anticipation of this delay, the implementation agency has already requested – and the DEA has recommended – extension of the project closing date by one year. In the meantime, the process of State’s bifurcation has come to its logical end with the enactment of the Andhra Pradesh Reorganization Act, 2014 and, in June 2014, Department of Economic Affairs (DEA) requested the Bank to expedite the process of restructuring and finalizing the revised Loan and Project Agreements. Considering that the decisions and agreements related to extension of closing date and the post-bifurcation arrangements are expected to be finalized soon through a formal process of project restructuring, the rating for the Implementation Progress is being retained as moderately satisfactory for the time being and it is proposed to assess it again soon after the restructuring, through an interim mission in October/November 2014.
