After a slow start for Lot 3 (the tunnels) on the E-80 Highway following the revision of the design to enhance tunnel safety, work has been progressing well and completion of Lot 3 is Page 1 of 5 The World Bank Report No: ISR9342 expected in calendar year 2014. There has however not been much progress in the completion of the other two lots on the E-80 (the bridge lot and the road lot) since July 2012 with the financial progress remaining at about 88 percent and 55 percent respectively due to disagreements between Corridors of Serbia (CoS) and the contractor (CoS). Given the lack of progress in the discussions with the contractor over the past year, CoS is receiving legal advice on contract termination, and is finalizing the preparation of the tender documents for the remaining works. The remaining works on the two lots can be completed within one construction season. Public Disclosure Copy The contracts for the four lots on the E-75 were signed with Terna S.A (Athens, Greece) on March 2012 (total contract prices of RSD 9,805 million) and implementation started in May 2012, but progress has been slow due to delays in expropriation. CoS has now expropriated 97.5 percent of the land and has reached an agreement with the contractor to work an additional shift to speed up implementation. The works are expected to be completed in calendar year 2015. The World Bank, Roads of Serbia and CoS have received a letter from one of the Project Affected People (PAP) raising concerns regarding the expropriation process at Dimitrovgrad; the Bank team, CoS and municipality held a meeting at Dimitrovgrad with 60 PAP; and CoS has investigated the matter and is in the process of finalizing its response to the PAP. CoS will further strengthen the monitoring processes of the implementation of the Environmental Management Plans and the Resettlement Action Plans. Implementation progress of the road safety component is satisfactory and is close to completion; and the consultant for the independent technical audit is expected to start work soon.
