                          With considerable improvement in disbursement (61.7%), the overall implementation progress has been good on most fronts except the Office Building of CPTU which is delayed.
                         Strengthening of staffing in CPTU continues to be a challenge. Key reform actions relating to capacity development and performance monitoring by the four target agencies have

                         been showing progress, followed by recent inauguration of national e-Government Procurement (e-GP) web portal in June 2011. This progress has been made despite amendments
                         of 2009 to the Public Procurement Act (PPA), certain parts of which were not consistent with the World Bank Guidelines.
