A Institutional Strengthening and Capacity Building Public Disclosure Copy Some major milestones have been achieved and include the following: 1. The Integrated National Transport Policy for Kenya has been discussed in December 2012 and endorsed by Parliament. Kenya now has a transport policy, which was lacking. 2. A body responsible for all road safety matters has been established with the passage by Parliament of the National Road Transport and Safety Authority Bill. The President of Kenya has signed the Bill and is now Law. B Support to Kenya National Highways Authority (KeNHA) to Upgrade the Urban Road Transport Infrastructure 1. The design for the Kisumu Bypass has been completed. Bank has reviewed and KeNHA is revising the draft bidding document incorporating the comments. 2. The detailed engineering designs for three road contracts along the Northern Corridor through Nairobi are expected to be completed by June 2013. The designs will make provisions for BRT systems. 3. The requests for expression of interests for supervision of the works (in 1 and 2 above) have been invited and applications are expected to be received at various dates in February , 2013. C Support to Kenya Urban Roads Authority (KURA) and Kenya Railways Corporation (KRC) to Develop Selected Mass Transit Corridors 1. Designs for the Meru Bypasses have been completed. The Bank has reviewed and KURA is revising the draft bidding documents incorporating our comments. Meanwhile, the expression of interests for the supervision of the works have been invited, received and evaluated. The Bank has provided comments on the draft report and its revision is underway. 2. KRC sub-component, though delayed will pick up since the transport policy, which had a major bearing on moving forward this activity has now been endorsed by Parliament. The credit is effective and therefore payments for works executed or services rendered or goods supplied can now be made. 2. The detailed design for the proposed expansion of the section of the Northern Corridor through Nairobi (JKIA to Rironi) is advanced and will be completed by June 2013. 3. The detailed design for both the Meru and Kisumu Northern bypasses have been completed and the preparation of the bidding documents is advanced and be bidding document will begin by March 2013. 4. Both KRC and KURA are slow on moving forward with the designs of selected commuter rail lines and Bus Rapid Transit systems, which is a concern and need the intervention of senior management of the GoK to steer the process. 5. The Integrated National Transport Policy was approved by Parliament, which is a major milestone. Implementation of the policy will involve undertaking significant changes in the transport sector, particularly in urban public transport including setting up the Nairobi Metropolitan Transport Authority.
