The Grant has three Page 1 of 3 The World Bank Report No: ISR13874 components: (i) enhancing regional cooperation to improve labor market policy and program performance; (ii) establishing a regional labor market monitoring system for the Caribbean; and (iii) project financial audit. Component 1 aims to enhance cooperation within the Caribbean region, more specifically the 16 Caribbean countries where the University of West Indies has a presence for the Public Disclosure Copy improvement of coordinated labor market policies and program performance in the region through (i) the establishment of a Labor Community of Practice (CoP) to ensure regular participation of countries; and (ii) the establishment of a sustainable regional strategy on labor market monitoring in the Caribbean. Component 2 aims to establish and strengthen labor market monitoring in the Caribbean for improved capacity and more targeted and informed labor market interventions in the region through (i) carrying out regional labor market needs assessments; (ii) training of trainers on labor market monitoring to relevant Government agencies; and (iii) design and development of a regional labor market monitoring system (LMMS). The Grant became effective on January 30, 2014, with the signing and counter-signing of the Financing Agreement. As part of effectiveness, draft terms of reference for the first consultancy were prepared for the labor market monitoring assessment (the Grant supports six assessments in Antigua and Barbuda, Belize, St. Lucia, Barbados, Jamaica, and Trinidad and Tobago) and are currently being revised. This first consultancy is expected to begin no later than August 2014. The Project Implementation Unit (PIU), located at the University of West Indies campus in Barbados, is currently in the process of determining where it will be carried out first. To date, the Grant has not disbursed anything.
