Has the Project Development Objective been changed since Board Approval of the Project Objective? Eighteen Community Integrated Management (CIM) plans prepared through a consultative process have been finalized and were publicly disclosed in October 2018. Just over a third of the 100 planned village-level investments and a fifth of the planned district-level sub-projects have been completed with good results. Some key areas of strengthened resilience targeted by these investments include water supply, critical access roads and evacuation routes, community shelters, coastline protection, and climate resilient agriculture. All the remaining village and district level sub-projects are under implementation and the majority are expected to be completed by July 2019 with all sub-projects to be completed before June 2020. In addition, the project has strengthened Samoa’s climate resilient development goals 5/10/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Enhancing the Climate Resilience of Coastal Resources and Communities (P126596) by updating risk based spatial planning and assessment, increasing public awareness and preparedness, and improving government capacity for coordination and integration of climate risks into decision making. Because indirect beneficiaries are not counted individually, the supplemental target of 48% female beneficiaries is based on the gender demographic of the target populations IN00686463 Female beneficiaries (Percentage, Custom Supplement) Baseline Actual (Previous) Actual (Current) End Target 5/10/2019 Page 2 of 6 The World Bank Implementation Status & Results Report Enhancing the Climate Resilience of Coastal Resources and Communities (P126596) Value 0.00 48.00 48.00 48.00 IN00686464 ►Sub-projects with climate/disaster resilience satisfactorily implemented based on a scoring system (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 31.00 38.00 116.00 Date 10-Feb-2014 27-Jul-2018 18-Oct-2018 30-Jun-2020 Measures the achievement of the project in implementing climate/disaster resilience activities at community and sub-national level. All of the completed investments were considered satisfactory based on the scoring system. Another 54 subprojects are still under implementation, 26 are expected to be underway soon, and 17 are still in the planning and preparation stage (including 7 new district subprojects). Comments: The current actual values are lower than the previously reported values because previously we had included the number that were under implementation and not just those that have been completed. A more rigorous approach is now being used to ensure that the numbers are counted after the evaluation and scoring to ensure satisfactory completion IN00686465 Village level sub-projects (Number, Custom Breakdown) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 31.00 35.00 100.00 Date 03-Oct-2016 27-Jul-2018 18-Oct-2018 30-Jun-2020 IN00686481 District level sub-projects (Number, Custom Breakdown) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 3.00 3.00 16.00 Date 06-Oct-2016 27-Jul-2018 18-Oct-2018 30-Jun-2020 Overall Comments PDO In June 2018, we went through the exercise of seeing what is being counted as “direct” beneficiaries and stayed on conservative side. We will do the same again in June 2019. Essentially the district level sub-projects have ended having higher number of beneficiaries for the water and the access roads than we anticipated as there has been a bigger movement of the populations inland than when we restructured.
