Project components are progressing as follows Component 1: Enabling environment reforms, training and marketing activities. 6/14/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Benin Cross Border Tourism and Competitiveness Project (P149117) The validation process of Tors by Ministry of culture which leads the implementation of this component has significantly improved and is currently moving rapidly with new focal points appointed after February 2019 mission.The PIU has launched the procurement of the licensing reform consultancy package, a key activity in this component. The $1.1m contract should be awarded in August 2019. Activities to structure the marketing of the destination are in finalization- the new country tourism brand and visual identity is in the final stages of completion, new tourism website is under construction (first deliverable has been received on May 29), as well as an image bank. Procurement will be launched early June: i) for a major campaign piloting the targeting of Nigerian visitors, ii). for training of sector workers in tourism English and site management is underway and is expected to. The process for the GoB in validating terms of reference has been lagging, however with new focal points appointed it is currently moving more rapidly. Component 2: Tourism Destination and Product Development Portuguese Fort: the works contract amounting to US$6 million has been awarded. This should allow the launch of the rehabilitation works by end of June as initially planned and translate into $1.5m additional disbursement by end June. The procurement of the main museum building (for an estimated cost of US$6 million) once design documents are finalized in June will be launched by August 2019 and the works launched by October 2019. Business, management and maintenance plans will be completed on all investments in Ouidah to ensure sustainability. Five additional infrastructure investments in Ouidah have been agreed upon after a period of re-evaluation. In this regard, destination development operations should be considered around certain monuments, such as the Zougbodji district, in order to ensure coherence with the project's objective of inclusive development. Safeguard screenings will be done on all additional investments in Ouidah. Component 3: Support to MSME Upgrading, Linkages, and Expansion SME support program: Subcomponent 3.1 is executed by Sèmè City and includes the Challenge Fund and the Business Plan Competition. The first round of the Challenge Fund is well underway and will undergo their first tranche of disbursements to their initial 4 beneficiary projects. The second round of the Challenge Fund is in the planning stages and will be launched in June 2019. The Business Plan Competition is finalizing its intermediate targets and implementing modalities and will be submitted to the bank team for No Objection in June 2019. The overall objective of this component is to assist 1 000 entrepreneurs, and to support the creation of 5 000 jobs, by the end of the project. IFC/IDA Risk Sharing Facility (RSF): As of May 31, 60% of the facility with the first participating bank (BOA) has been used, corresponding to US$ 6 million credit allocated to local MSMEs, New agreements will be signed with other banks by end of 2019.
