The program would support the Government’s Shire basin Policy Letter , and would have a duration of 12-15 years. The first phase project – the Shire River Basin Management Program (Phase-I) Project (SRBMP) – would establish coordinated inter-sectoral development planning and coordination mechanisms, undertake the most urgent water related infrastructure investments, prepare additional infrastructure investments, and develop up-scalable systems and methods to rehabilitate sub-catchments and protect existing natural forests, wetlands and biodiversity. Future phases would consolidate Basin planning and development mechanisms and institutions, undertake further infrastructure investments, and up- scale catchment rehabilitation for sustainable natural resource management and livelihoods. The Project Development Objective (PDO) of the SRBMP is to develop a Shire River Basin planning framework and improve land and water management for ecosystem and livelihood benefits in target areas. The project would:(a) strengthen the institutional capacities and mechanisms for Shire Basin monitoring, planning, management and decision support systems; (b) invest in water related infrastructure that sustainably improves water resources management and development; (c) reduce erosion in priority catchments and sedimentation and flooding downstream, while enhancing environmental services, agricultural productivity and improving livelihoods; (d) improve flood management in the Lower Shire and provide community level adaptatin and mitigation support; and (e) protect and enhance ecological services in the Basin. Key activities conducted so far include: PROJECT LAUNCH: The official program launch was well-organized in Liwonde and chaired by the Minister of Water Development and Irrigation and the Deputy Minister of Environment and Climate Change Management, and attended by the World Bank Country Manager, World Bank Africa Region Sector Manager for Water, Principal Secretaries, Directors, Members of Parliament, Traditional Authorities, National and District Government Staff, World Bank country manager and task team, media, and many others. The launch event provided a good starting point for the Program, with all speakers stressing the importance of integrated basin management and commitment for a long term multisectoral approach to face the challenges in the Basin. The Minister expressed Malawi's commitment to establish the Shire River Basin Institution, which would be a central to planning and management of the Basin. FIRST SHIRE RIVER BASIN CONFERENCE: Shortly after the Program launch, the SRBMP Technical Team organized the first annual Shire River Basin Conference that was a very successful event bringing together a diverse group of interested stakeholders to establish a platform for information sharing and dialogue on issues pertaining to the basin from a Public Disclosure Copy multisectoral perspective; as well as to explain the concept of the various elements of the SRBMP and engage stakeholders in the planning process. The first day focussed on the unique web of multi-sectoral issues in the Basin, lessons from global good practice, and current and planned government activities associated with land and water management across a number of partner agencies. The second day was dedicated to presenting the scope of th SRBMP and break-out sessions to discuss the details and implementation plans for key thematic areas of the project. The day was concluded with a presentation and discussion on the Shire Basin Institution, inviting people to become part of the Shire Basin Forum, which would be the platform for structured stakeholder dialogue and information exchange. EARLY PRODUCT DEVELOPMENT: The Conference also witnessed the launch of a Shire River Basin Atlas prepared by the Malawi National Spatial Data Center (NSDC) for the SRBMP, and the Malawi Spatial Data Platform or MASDAP ( http://www.masdap.mw ), an initiative linked to the SRBMP by the NSDC and National Statistics Office to establish a platform for improving public access to spatial data. An Integrated Flood Risk Management Action Plan and finalized report on the Post Disaster Needs Assessment on flooding in the lower Shire were also launched with financing from the World Bank's Global Fund for Disaster Reduction and Recovery (GFDRR). The Program's associated financing (through Govt. of Norway and DFID via the World Bank) for Malawi's National Climate Change Program has also conducted a number of studies relating to climate change, including a land Page 2 of 7 The World Bank Report No: ISR9470 use options assessment, drafting of a Climate Atlas, documenting "Climate Voices", and prototyping a modern online GIS application to be integrated with MASDAP. SOUTH-SOUTH LEARNING: A few key members of the SRBMP Technical Team undertook a study tour to Ethiopia in February, 2013 facilitated by the task team in order to learn more about experiences on larger-scale community-based watershed management in projects such as the Tana and Beles Integrated Water Resources Development Project and the Public Disclosure Copy Sustainable Land Management Project, flood management and hydromet system experiences, and the development of knowledge bases, analytical tools, and knowledge products for basin planning and management through interactions with the Eastern Nile Technical Regional Office (ENTRO) in Addis Ababa. IMPLEMENTATION PROGRESS: There is significant progress on early activities in parts of the program, but overall progress is moderate. • The Project Implementation Plan has been further streamlined and detailed. The Task team has established focal point leaders for each sub-component. • Critical functions have been carried out very well in terms of program and fiduciary management, the program office is in good shape and running professionally, and additional staff for procurement, financial management, and communications are being recruited; and some departments have committed strongly in allocating staff time and resources to the program, although staff availability is still an issue for many departments (especially given that this is one of the first such Programs in Malawi without a specialized Project Implementation Unit and is instead embedded into key Ministries/Departments working together in a Technical Team). • Many of the critical first-year procurements are well underway but close monitoring and follow-up is required to ensure an effective project start.
