ROADS DEPARTMENT MINISTRY OF REGIONAL DEVELOPMENT AND INFRASTRUCTURE OF GEORGIA Environmental and Social Management Plan SECONDARY ROAD ASSET MANAGEMENT PROJECT Rehabilitation of Chrebalo - Nikortsminda Road Section km 1 – km 25.8 2016 PART 1: GENERAL PROJECT AND SITE INFORMATION INSTITUTIONAL &ADMINISTRATIVE Country Georgia Project title Rehabilitation of Secondary Chrebalo-Nikortsminda Road Section km1- km25.8 Scope of project and Many parts of exposed gravel surface and asphalt pavement surface are damaged i.e., plastic deformation, pot activity holes due to the traffic / environmental conditions, and stagnant water at surface layer. Providing of asphalt surface layer is essential to recover road function in terms of driving convenience and driving safety. There is 1 bridge with total length of 100m on the road section to be rehabilitated, which is in poor condition. Repair of bridge decks, rails, abutments and wing walls are necessary. The Chrebalo-Nikortsminda road runs mostly on embankments. Close to the road, side ravines, rockfall and scouring under existing old supporting walls were observed, which will be changed during the rehabilitation works, signs of potential landslides have been recorded at two locations nearby the road section. Terrain of thee site is complex, crossed with small ravines in several locations. In addition, several mudflow carrying ravines also exist. The traffic facilities such as road signs, pencing, bus staion, and etc. will be provieded and replaced with new ones since there are not existed appropriate traffic safety facilities to minimize traffic accidents. The Chrebalo - Nikortsminda road section is located within Ambrolauri Municipality, in the Racha-Lechkhumi Describe site location and Kvemo Svaneti Region, at the northern slope of the Racha Range. Ambrolauri Municipality and State forest fund territories (25413 m2 in total) under the National Forest Agency Who owns the land? of the Ministry of Environment and Natural Resources Protection (LEPL). Description of Location: There are 8 villages located along the road section. The Chrebalo-Nikortsminda road connects the geographic, physical, adjacent villages with the main road and the regional center. The road crosses on the Rioni river. The Chrebalo- biological, geological, Nikortsminda road runs mostly on embankments. Close to the road, side ravines, rockfall and scouring under hydrographic and existing old supporting walls were observed. socio-economic Air - Air quality in the project area is good due to low traffic levels and the absence of industrial facilities. context Water and Soil - No pollution is reported. Flora - In the above mentioned territory, the following tree-species are under direct impact of the project: Acacia-Acacia dealbata – 11 specimen; Aspen - Populous alba - 3 specimen, Oriental Hombeam - Caprinus orientalis - 16 specimen; Hombeam– Caprinus caucasia 118 specimen; Ash Tree - Fraxinus excelsior - 2 specimen; Wild Cherry - Cerasus avium - 4 specimen; Lima - Tilia caucasia - 2 specimen; Oak – Querqus iberica - 160 specimen; wild pear - Pyrus communis 54 specimen; thorn, hawthorn - Crataegus microphylla - 7 specimen and maple - Acer campestre -11 specimen. These trees are located on the territory of the State Forest Fund. The territory will be de-listed from the State Forest Fund, according to the Georgian legislation. No Red Listed species are present within the project impact area. Fauna – The project road pass through the degraded territory and accordingly the fauna is not reach. Mostly fauna is presented by the species which does not need any special protecting measures. Due to the small area of the project the impact on the fauna will be minimal. Noise - The current noise level is low due to low traffic levels and a lack of industrial facilities. Construction activities will have modest impact on those people who reside in existing villages (Immediately along the road) and this impact will be limited to the rehabilitation phase. Social - The road passes through 8 villages with 1,038 households in total.
