Project activities started effectively on the ground only in May 2011. The project has now completed its third implementation year. The project mid-term review took place from February 3-24, 2014 and came up with following results. Seed multiplication activities and dissemination to producers’ organizations have now taken off and need to be strengthened and more professionalized. After a long process of validation with communities of the rural roads sections, locations of the market infrastructures, execution of technical studies and procurement processes for the recruitment of Page 1 of 8 The World Bank Report No: ISR13961 contractors, the construction of rural roads and market infrastructures has really picked up and is progressing well. Almost 54,000 households have already benefited from diverse project activities out of the target of 105,000 households by project end (almost 51% from target). The agricultural research station (INERA) at Boketa in Sud Ubangi is now fully operational thanks to the completion of rehabilitation measures and equipment with post-harvest material. The station is now able to produce foundation seeds to agri-multiplicateurs for seed multiplication. The national seed control and certification entity of the MoA (SENASEM), absent from the Equateur province since a very long time, is now installed in the three districts and functioning. At the same time, 43 agri- multiplicateurs have been trained and receive project support through a matching grant mechanism to produce improved planting materials. During the period of 2011-2013, INERA was able to produce a total of 46 tons of foundation seeds (maïze, rice, groundnuts) and 540 kml of cassava cuttings. In the same period, seed multipliers produced 1 145 tons of improved seeds, 76% of the end project target (1 500 tons). With regards to productivity gains, except for Cassava where productivity has evolved from a baseline of .7 tons/ha in 2009 to almost 19 tons/ha in 2013 (surpassing the end project target of 15 tons/ha), all other crops recorded only modest progression (from .7-.8 tons/ha to 1 – 1.3 tons/ha) during the same period against an end project target of 2-2.5 tons/ha. This is certainly linked to the long recruitment process of the Operateurs d’Appui-Conseils (OAC) in place only since July 2013. The project will continue to strengthen the organization of seed filière and will also support the professionalization of the agri-multiplicateurs in Equateur province. Animal production. The implementation of this sub-component was delayed because of serious animal disease in the project area resulting in high animal mortality in 2012 due to PPR and New Castle epidemic. After a long preparation process, the animal vaccination campaign has now started on January 2014: acquisition of 2,600,000 vaccine doses, training Public Disclosure Copy of 600 technicians and vaccination of more than 150,000 poultry as of end January. A total of 500,000 small ruminants and 2,500,000 poultry will be vaccinated by end of March. In parallel, the project has reconstituted 17.5 ha of improved pasture land in the transit center in Boyambi (Gemena), while the rehabilitation of the buildings/stables of the said center is in progress. 900 male brood stocks of small ruminants and 1600 roosters’ enhancers will be introduced for dissemination to farmers. Infrastructure. The project has completed civil works for the rural roads and market infrastructure for 540 km rural roads (out of 2500 km), 1 market (out of 4) and 3 storage facilities (out of 16). Civil works are ongoing for 590 km roads, 3 markets and 13 storage facilities to be completed by December 2014. Restructuring History There has been no restructuring to date.
