SFG3426 V11 Rehabilitation of tourist infrastructure adjacent to the Motsameta Monastery complex Environmental and Social Screening Report April 2017 Sub-Project Description Sub-Project for Rehabilitation of Tourist Infrastructure Adjacent to the Motsameta Monastery Complex is planned to be implemented in Tkibuli Municipality, Okriba community, Motsameta village. The SP site, as historical monument, is interesting and attractive for tourists. Infrastructure of the road leading to the mentioned monastery is deficient. The road is not illuminated, which is quite dangerous for tourists and pedestrians who travel at night. The surrounding area is not equipped with garbage bins, which often causes the environmental pollution along the road. The SP will provide illumination along the road leading to the monastery, starting from the Tkibuli-Kutaisi overpass. The outdoor lighting poles will be installed according to established rules, with 50 meters distance. 32 new modern electric poles and economy lamps will be installed, which will support energy saving. On the other hand, it will help the development of the green economy. Within the SP, in order to reduce environmental pollution, 15 garbage bins will be installed on the mentioned road, which will be of metal construction, the lower bottom will be drilled at several places, which will help water to drain during the rain. The metal bins will be mobile and easy to remove. Also, within the SP, 15 information banners will be installed on the road leading to the monastery, which will include information about waste exposure in the nature and relevant regulatory laws. Road to the Motsameta monastery will be equipped with 7 chairs, giving local and foreign tourists some extra comfort. More specifically, the following works are planned within the project:  Installing 32 outdoor lighting poles;  Installing 15 receptacles;  Installing 7 benches;  Installing 15 information banners. Environmental Screening and Classification (A) Impact Identification Has sub-project a tangible impact on the The SP construction phase covers 6 months’ period. The expected negative environmental and social impacts are likely to be short-term. As a result of installation of the outdoor lighting poles, garbage bins, resting chairs and information banners, the dust and emissions from the operation of construction machinery will be increased, background noise and vibration levels will rise insignificantly, various types of construction waste is expected to generate. During the operation phase, presence of the tourist infrastructure may result in additional generation of household waste, and nuisance to the nearby residents and Motsameta Monastery complex inhabitants in case of improper behavior of visitors (loud music, drinking, etc.). As a result of the SP implementation, approximately 500-550 residents who usually attend the service in the monastery will be served, as well as approximately 90,000-100,000 local and international tourists who annually visit the complex. The main impacts of the SP are: Physical improvements: According to the existing situation, the road from the central turn to the Motsameta monastery is not well- equipped. It is difficult to move on this road, especially at night, because there is no lighting and the road is very narrow and curvy. There is no receptacles along this road. Installation of receptacles will reduce waste exposure in the nature by 80-90%. Additionally information banners will be installed, which will increase public awareness about existing regulations regarding littering. Apart from the infrastructure improvement within the project, creating additional comfort for local population, the installation of the outdoor lighting for 24 hours, will make road more attractive and safe for local and foreign tourists. Income generation: The project implementation will ensure the improvement of the Motsameta monastery access infrastructure, physical environment. The installation of outdoor lighting posts, receptacle and information banners will improve the income generation, especially:  The local and foreign tourist’s night stay - guesthouses and small business development;  Residents can open shops in their own gardens, the procedure is simple – they can get registered as Ind. Entrepreneur or small entrepreneur. Also, they will have an accountant. So this project can partially solve the problem of unemployment;  The locals can become sell handicrafts and souvenirs. Cultural heritage protection: The planned works don’t impose any adverse intervention at or near the site. Rather they will improve access to the monastery. Other impacts: The energy saving lamps will be installed on the outdoor lighting poles in order to decrease electricity costs. On the one hand it will support the development of green economy and on the other hand it will save municipal budget money, which is used to cover electricity bills. Lamps will be on automatic mode, meaning they will turn on automatically as soon as evening comes, reacting on the daylight. Poles will not be related to each other with chain reaction; it won’t cause damage to the entire lighting system if one light gets damaged. Only the affected light will turn off on the individual pole. Significant social impact of SP, such as change of local demographic structure and influx of new settlers is not envisaged. SP project will be made around the territory of the Motsameta Monastery, no interventions are planned on the structural elements of the Monastery complex. Therefore, the risk of negative impacts on the structural integrity and historical value of the Monastery complex is minimal. Implementation of the SP will not require turning off electricity for local population, since there will be a separate electricity line provided for lighting of posts What impact has the sub-project on the human The dust, vibration and noise originated during the small- health? scale construction works will not have impact on the human health or safety. Reduction of adverse environmental impact during the installation/construction works will be possible through protecting the following key conditions: fencing the construction site and fixing the relevant signs throughout its perimeter, proper management of waste and constant monitoring, ensuring the technical functionality of machinery used during the construction works, selecting less sensitive period for construction works. Planned works will not cause cutting of trees and preventive measures will be undertaken to avoid any damage to the nearby standing trees. Large tress on and in the vicinity of the construction activities shall be marked and cordoned off with fencing, their root system protected, and any damage to the trees avoided. In case of chance finds, works will be taken on hold and notification be sent to the Ministry of Culture and Monument Protection of Georgia. Works will resume only upon written consent of the Ministry. If before, during or after SP implementation concerned community members have complaints / questions / recommendations, these can be addressed to the sub- grantee, contractor, or Elkana, whose contact information will be made available at the SP site. Tkibuli municipality is located at 600-800 meter altitude above sea level. Relief is hilly. Municipality is characterized with quite humid sea climate with mild, comparatively warm winter and hot summer. Average temperature in January is 5.3� C and in August - 23.3� C. The total annual average precipitations is within 1380 mm (based on the nearest meteorological station (Kutaisi airport). Tkibuli Municipality is located on both riversides of the river Tkibula (right tributary of the river Kvirila). Rivers existing in the Municipality area are: Lekhidari, Dzusa, Maghara-Chishura, Tskaltsitela, they belong to the river Rioni basin. River Tskaltsitela, which is the nearest one to the SP site, is the right tributary of River Kvirila. Its length is 49 km, basin area is 221 km². It mostly feeds on rain water. Average annual runoff equals 7.56 m³/sec. In the district area there is diversity of soils: on lowlands –there is occurrence of subtropical podsolic soils of various types in vast areas (in particular – mighty and lightly podsolic, as well as crushed rock and podsolic-combined soils). Along Rioni River there is a non- carbonate alluvial soil, subtropical podsolic soil is prevailing in large area in the elevated part of the lowland; in the foothills – there are yellow soils; in the mountainous part northward there is prevalence of humus-carbonate of average and minor thickness as well as forest soils of small thickness. The district area is a mixture of the types of humid sub-tropic plains and foothills as well as mountain forest landscape types of humid climate. Area around the SP site is covered by mixed broadleaf forest. The forest consists of: hornbeam, beech, oak, hawthorn, in certain sections: beech, lime-tree, elms, chestnut, box-tree, cherry-laurel. Chestnut and box tree are included in the Red List of Georgia (2006). There are four walnut trees in the vicinity of the Monastery fence as well. Areas without forests throughout the whole district are occupied with the meadows that are used for mowing-pasturing. From mammals wolf, fox, marten, jackal, rabbits, forest mice occur in the forest area. The Municipality is rich with coalfields, diptolitic and carbonaceous shale, chalcedonic, barite, marble, basalt and black agate deposits. There are 48 administrative units in Tkibuli Municipality, 1 of them is the town. As of the data of 2012, 30 100 is the number of Municipality population. There are 15 600 people residing in the rural area. The main livelihood of the population depends on the mining-field development works, agriculture, and commerce. In Tkibuli Municipality, agricultural lands are taking up 11 700 ha area (23% of the total area). Forests are occupying a 29 183 ha area. SP site is located within the village Motsameta (Okriba community). Okriba community is mountainous region and covers 478, 2 km² area. The village Motsameta is located on the right side of the river Tskaltsitela, 450 meter above sea level, 33 km distance from town Tkibuli. The Tskaltsitela, the river in West Georgia, flows across Tkibuli and Terjola municipalities. Motsameta Monastery complex is located nearby village Motsameta. The project area is a property of the Tkibuli municipality. The part of its road is populated, where there is one guest house and a local small booth, selling the first consumption products and items. The project implementation could boost the local population stimulus to develop small business of different direction. Waste management (a) Waste collection and disposal pathways and sites will be identified for all major waste types expected from demolition and construction activities. (b) Mineral construction and demolition wastes will be separated from general refuse, organic, liquid and chemical wastes by on-site sorting and stored in appropriate containers. (c) Construction waste will be collected and disposed properly by licensed collectors (d) The records of waste disposal will be maintained as proof for proper management as designed. (e) Whenever feasible the contractor will reuse and recycle appropriate and viable materials (except asbestos) B. Individual wastewater Water Quality (a) The approach to handling sanitary wastes and wastewater from building sites (installation or treatment system reconstruction) must be approved by the local authorities (b) Before being discharged into receiving waters, effluents from individual wastewater systems must be treated in order to meet the minimal quality criteria set out by national guidelines on effluent quality and wastewater treatment (c) Monitoring of new wastewater systems (before/after) will be carried out (d) Construction vehicles and machinery will be washed only in designated areas where runoff will not pollute natural surface water bodies. C. Historic building(s) Cultural Heritage (a) If the building is a designated historic structure, very close to such a structure, or located in a designated historic district, notification shall be made and approvals/permits be obtained from local authorities and all construction activities planned and carried out in line with local and national legislation. (b) It shall be ensured that provisions are put in place so that artifacts or other possible “chance finds� encountered in excavation or construction are noted and registered, responsible officials contacted, and works activities delayed or modified to account for such finds. D. Acquisition of land Land Acquisition (a) If expropriation of land was not expected but is required, or if loss of access to income of legal or Plan/Framework illegal users of land was not expected but may occur, that the Bank’s Task Team Leader shall be immediately consulted. (d) Paints with toxic ingredients or solvents or lead-based paints will not be used F. Affected forests, Protection (a) All recognized natural habitats, wetlands and protected areas in the immediate vicinity of the activity wetlands and/or protected will not be damaged or exploited, all staff will be strictly prohibited from hunting, foraging, logging areas or other damaging activities. (b) A survey and an inventory shall be made of large trees in the vicinity of the construction activity, large trees shall be marked and cordoned off with fencing, their root system protected, and any damage to the trees avoided (c) Adjacent wetlands and streams shall be protected from construction site run-off with appropriate erosion and sediment control feature to include by not limited to hay bales and silt fences (d) There will be no unlicensed borrow pits, quarries or waste dumps in adjacent areas, especially not in protected areas. G. In total 15 people participated in the gathering, including 3 women. Elkana Regional Coordinator presented planned projects and activities, as well as the draft Environment Management Plans prepared to mitigate their possible negative impacts on the natural and social environment. After the presentation, meeting participants were given the floor for questions and comments. During the meeting participants asked the following questions: Question: Who will be responsible for waste management and covering electricity costs after completion of the project? Answer: Tkibuli municipality will be responsible for covering utility expenses and they have provided support letter of January 12, 2017. Question: Will installation of lighting posts require cutting of tree branches? Answer: During identifying places for installing lighting posts location of trees will be taken into account and cutting branches will be avoided.
