Following is the status of different activities: 1. Reservoir and Dam operations, and Safety Management: Reservoir and dam safety operations are satisfactory, and no untoward incidents have been reported. Civil works Page 1 of 7 The World Bank Report No: ISR9593 relating to the installation of sirens is largely completed but is held up on account of non-receipt of equipment from the suppliers. The supplier has had issues with the Letter of Credit (LC), which have been resolved, and he assured the shipment and delivery of equipment by end-February 2013. Once the sirens have been installed, it is envisaged to have simulation exercises and relevant training undertaken, in close coordination with Emergency Action Unit (EAU) and Office of National Security (ONS). The Dam Safety Committee has been strengthened with the inclusion of an Owner's Representative with technical background. Public Disclosure Copy Power Plant Operation which is outside the scope of this project: Unit-1 has shut down since November 2012 on account of crack in the shaft and damages to the turbine runner; Unit-2 is also being loaded to a maximum of 8 MW (against a rated capacity of 25 MW). 2. BWMA/Environment: Following is the update: - BWMA: The BWMA operations are managed from its field offices in Bumbuna in a satisfactory manner. Community labor under cash-for-work (CfW) arrangements is extensively involved. Office blocks and laboratory is being organized, - Fisheries Assessment: Work has been completed; there are 38 typical fish species in the reservoir compared to 21 species found upstream pre-impoundment, whereas 63 freshwater species were identified prior to commissioning. At present, 110 fishermen who use boats for fishing. - Health Assessment: In coordination with the Ministry of Health (MoH), the Assessment has been completed which provides the baseline demographic, health and nutrition information. BWMA will be assisting in the MoH’s distribution of preventive and curative drugs and medicines. - Water Quality Monitoring. Monthly water quality analysis is being done, indicating no evidence of stratification or the presence of significant eutrophic conditions. The reservoir remains a fertile setting for fish growth. - Clearing of Biomass in the Reservoir: Being undertaken on an ongoing basis through CfW-mobilized labor. An average of 48,920 cu.m per month of biomass (mostly tree branches) was collected, with no incidence of biomass ever reaching the dam’s floating boom and intake gate. - Marking of Navigational Channel: The navigational channel has been marked and BWMA has set up eight markers in the critical areas and eighteen markers along a demarcated safe navigation pathway along the reservoir. - Bumbuna Conservation Area (BCA): BWMA has delineated the physical boundaries of the BCA by planting 10,000 tree seedlings in the northern border and in the BCA. Another 5,000 tree seedlings were planted along the shoreline. - Buffer Zone monitoring: Demarcation of the buffer zone along the reservoir has been started with the planting of 5,000 tree seedlings (e.g. non-invasive trees - moringa and fruit trees), and signage and village environmental awareness campaigns are ongoing. - Environmental awareness: BWMA has launched extensive awareness campaigns to protect the flora and fauna. More than 40 district and chiefdom wide meetings of key stakeholders were organized, where over 300 people participated in the last two years. 3. Loma Mountains National Park (LMNP): - The LMNP was proclaimed as a National Park in December 2012, and the Proclamation Notice is soon to be placed before the Parliament for enactment. It is now operational as a National Park, the staff is in place, and protocol for registering visitors is also in effect. - The GoSL is advancing the establishment of a National Protected Areas Authority (NPAA), which was created by law on 2nd August, 2012, under which the LMNP will be managed and maintained in the future. - Forestry Division (FD) in the MAFFS has completed the following activities: (i) construction of physical demarcation of Park boundaries using 90 erected pillars; (ii) participation of women's groups in the clearing and planting of 20,000 economic tree seedlings in between pillars; (iii) assignment of Park rangers who are in charge of Park management and Public Disclosure Copy biodiversity monitoring; (iv) process framework and preliminary management plan for the LMNP; (v) reserve settlement court sittings to examine rights to resources within the Park’s boundary; and (vi) MoU between FD and communities on appropriate land uses in and around the Park. 4. Bumbuna Trust: The final draft of the Trust Deed has been completed and is being signed by the key stakeholders/Trustees. An inaugural meeting of the Trustees is planned for early February 2013. Development of the Operational Manual of the Trust is also envisaged. 5. Social Mitigation: Following is the update: - Dam/Reservoir Resettlement Action Plan (RAP): The Project Affected People (PAPs) have been compensated and livelihood restoration support through the Stabilized Agriculture Program (SAP) and the Livelihood Assessment and Income Restoration Program (LAIR) is ongoing. - Maintenance and rehabilitation works (including roof fixing, reconstruction, and painting) of resettlement houses has been completed in 38 of the 42 houses, and the remaining house would also be soon completed. Page 2 of 7 The World Bank Report No: ISR9593 - RAP completion report for Dam/Reservoir: Draft report completed and summarizes implementation of activities and evaluation of quality of progress in achieving RAP objectives. It includes the results of the panel survey of PAPs' conditions that quantifies changes in living conditions. - 161 kV Transmission Line (T-Line) RAP Implementation: Compensation payments were made to PAPs during the period October 29 - November 1, 2012 (barring a few cases where amounts placed in an escrow account, due to outstanding disputes). Public Disclosure Copy - RAP completion report for 161 KV T-Line: A RAP completion report for the T-Line is being finalized, and would summarize the socio-economic survey of T-Line PAPs which provided the baseline for design of livelihood restoration activities, including a participatory beneficiary assessment. - Grievance Mechanism: A functional grievance mechanism is in place covering the affected communities in the dam/reservoir and T-line. Grievances are recorded, reviewed them with local leaders and, in some cases, responses provided through meetings and consultations. - Safety and community based disaster risk management: Sensitization efforts have been undertaken in the past, and would be continued in the coming months. Community-based disaster management programs are also being implemented. - Implementation of disaster risk reduction programs: (i) six communications centers in high-risk areas downstream of Bumbuna Dam; (ii) four boats and landing points providing access to remote villages across Seli River; (iii) 54.4 km of foot trails linking communities to designated disaster area meeting points during high-flooding events; and (iv) livelihood- based disaster coping programs for about 1,200 at-risk and vulnerable households. - Benefit Sharing: (i) extension of electricity benefits to Bumbuna Town; (ii) mobilization of community labor through CfW and Food-for-Work (FfW) addressing gap in youth and women employment; (iii) project's food aid program reaching out to the vulnerable households in the area.
