This capacity- building effort has three components: (a) expanding the guidance and knowledge base of the newly established Internal Audit Unit, (b) arranging an electronic archiving system within CAA, and (c) mobilizing tools to improve effectiveness of the Development Programs Unit. The CAA, as currently structured, is an autonomous department of the Ministry of Finance, serving a primary role in (a) external debt management; (b) treasury management, including mobilization and management of donor funds and counterpart funds; and (c) support to project preparation and implementation.
