After Mid-Term Review, On September 1st, 2014 a level II was approved, which introduced an adjustment to the project's results framework. The project has disbursed over US$257 million up to date (64.25%). Pipeline of sub-projects: Page 1 of 7 The World Bank Report No: ISR16190 Contracts completed: -Provincial Route (PR) 3 in Chaco: the works which started on March 2012 are now completed. This segment is sensitive form a social and environmental point of view. The Bank supported an analytical work to develop a conservation landscape in the Region of Chaco with a Special Focus on Road Infrastructure Works (results are available online). As part of the project's Environmental Plan, the civil works contracts required to the implementation of safe corridors for fauna. It is important to highlight that eight ground and aerial passages Public Disclosure Copy for faunas where executed, becoming the first road project in the Chaco Province to include this type of ecological infrastructure. Also, a 4 km cycle path by the side of the road connecting an indigenous bilingual school with the surrounding towns was constructed as per the requests by local residents. Among the identified positive impacts, approximately 235 people were employed directly and an estimated of 390 people considering indirect jobs. Also there was an increase in traffic demand by 130% compared to the situation without project, measured by the DPV in March 2014. An innovative intervention has been added to these projects to enhance the shared prosperity and poverty reduction outcomes for indigenous women of the QOM ethnic group in the Chaco eco-region. The intervention is La Ruta de la Cultura Qom initiative ("QOM Culture Route Initiative", QCR) led by indigenous artisan women to support the creation of a touristic route that facilitates direct access to markets for local and environmentally sustainable handycraft production and also facilitates access for tourists to the areas where the QOM communities are established. Activities under the QCR Initiative include, inter alia: (i) construction of 4 craftswomen community centers buildings along a provincial road paved under the project, in which 300 indigenous women participate in cooperative activities and receive training; (ii) rehabilitation of gravel access roads to indigenous communities; (iii) family planning workshops for indigenous women in Qom language; and (iv) production of bilingual road signs showing indigenous communities' historical sites, cultural–ethnic sites of interest, fauna and flora maps. Furthermore, training workshops were organized with indigenous women to develop the community tourism development strategy. The specialist hired by the World Bank has finished a report on her work on the QCR which will become part of a bigger regional analytic work comparing similar experiences in Peru and Nicaragua with focus on gender. -PR 5 in Santiago del Estero: The original implementation period was 24 months, with a completion date of January 15, 2015.However, the works was done much faster than the time provisions of the Work Plan (near half of it), and it has already been completed. This time difference, driven by the use of more equipment and labor, represents significant savings in terms of redetermination of prices. Contracts under Execution: -PR 304 Tucuman: The contracts of each of the 3 lots are in place, the works started in July 2013, and each segment is moving forward at a different pace with an execution progress of beyond 50%, as of June 2014. In the first segment, the Implementation Unit, the DPV and Contractor company, agreed on the need for a modification of the reconstruction technical solution specified under the contract. After the revision of technical studies, specifications of the new items and an updated economic evaluation with new costs, the Bank Team accepted the proposed modification which involved a change in type of work. - PR 9, Chaco: The contract was signed on October 29th, 2013, and works are moving forward following the programmed work plan with an execution of 20.37% by June 2014. - PR 18, Santiago del Estero: the first section of the works is under execution with a progress of 35,39% by June 2014. Sub-projects under Review: - RP 46, Catamarca: The PIU is working on technical project for RP No. 46 of Catamarca, from Belen to Andalgalá, in two sections totaling 50.9 km. Public Disclosure Copy - RP 94, Corrientes: The PIU is revising the technical project for RP No. 94 of Corrientes, which was originally included on the PAD. The project will be constructed in one section of 66.45 km. On the Institutional Development component, the PIU presented to the Bank an Institutional strengthening plan to work with the provincial DPVs executing projects. After initial delays, significant progress is being done for the joint Impact Evaluation Study for PR No. 3 in Chaco (Pampa del Indio-Villa Rio Bermejito) and the Potable Water project in Pampa del Indio (under the Norte Grande Water Project I) and it is expected that the fieldwork will be finalized before the end of the current school year.
