The main objectives of the mission were to assess progress towards achieving the PDO and review implementation progress both at the project and component levels. Key areas of focus included Teacher Training, Infrastructure, Learning Assessment, Education Management Information System, Results Framework, progress on the Impact Assessment of EQUIP II, new institutional arrangements for Social Mobilization, Strengthening Education Governance and O&M at the sub-national level, mainstreaming Gender and assessing Fiduciary and Safeguards compliances. The mission commends the Ministry that despite political and economic uncertainties prevailing in the country, the EQUIP team has been able to keep the project on track and work towards common objectives of providing access to quality basic education in the country. Given that all funds cannot be discbursed by August 2015, the mission recommends that the closing date of EQUIP II should be extended to allow the team to complete the activities that have been started. The MoE will conduct an assessment of the ongoing interventions under the project and propose a realistic timeline for the closing of the project. As of November 20, 2014, the project has USD 149 million to disburse and therefore no additional financing will be considered for this extension.
