It became effective on August 2013. The additional financing became effective on February 28, 2017 with a closing date of June 2020. The operation is effective now in seventeen (17) states including all 6 states in the North East. The Federal Ministry of Finance requested a restructuring and reallocation of the credit on February 19th, 2019 and this was successfully completed in July 2019. As at November 2019, the project has improved considerably, both in terms of achievement of development objective and in implementation progress. The overall disbursement ratio is now 89%. The development objective targets are surpassed in all but a few cases. More poor and vulnerable households are captured in the State Social Registry and more internally displaced persons are captured in the unified register of beneficiaries. About 2.7 million poor and vulnerable households are now captured in the Social Registry of 15 participating State and over 700,000 in URB. The number of beneficiaries in public workfare - now in its 4th cycle in many of the States, is more than 150,000. A similar relatively large number is noted for Skills for Job and the Targeted grant transfer to IDPs. The newly introduced intervention - grants to the Aged and the physically challenged has shown impressive performance with more than 100,000 beneficiaries. All beneficiaries are selected from the SSR and URB. The project management team have been strengthened especially at state levels and many of the tasks are now completed as scheduled. The state government contribution to the funds of the State government Agencies to complement the IDA resources is still very low. Procurement process is satisfactory as the project teams are now using STEP for all procurement process. The M&E framework is now functional and there is an ongoing attempt to link the data to a geo-spatial mapping and website currently under development.
