The hiring of local NGOs to implement the Component 2 (Prevention of HIV/AIDS/STI for high-risk groups) has accelerated since the last support mission. Actions agreed upon at the last mission are being implemented as expected with (i) the preparation for the procurement of STI drugs, (ii) the preparation of a new action plan for PMTCT to be submitted before the end of November December 2013 to partners , (iii) the launch of the recruitment process for NGOs in 4 additional regions to cover all the eight Page 1 of 6 The World Bank Report No: ISR12579 regions of the country, (iv) there have been improvement in the financial management and archiving of procurement documents, and (v) the preparation of the mid- term review of the project is underway. Strengthening the monitoring and evaluation continues with training and field formative supervisory missions. To facilitate the production of timely reports for monitoring and Public Disclosure Copy evaluation, data collection tools have been produced and made available to NGOs to facilitate the collection in their respective zones of intervention. As of September 30, 2013, progress was made on a number of PDO indicators as well as intermediate indicators: At PDO indicators level, two of the three PDO indicators have achieved and/or surpassed the end of project targets. Only six of the 16 intermediate indicators have already been achieved or surpassed.
