The target areas- Three River City District, Port, and Daqi Township- had been selected prior to the start of the project by the World Bank team and Ningbo government.They were selected to sample the different geographic and socio- economic conditions of the city. The District is not a true governing entity, but rather a common name for the area. With rapid population growth, older infrastructure, and a lower elevation that makes it prone to flooding, Three River District warrants further attention. The port is a main economic driver for the city and is vulnerable to the sea level rise, typhoons, and coastal flooding. Finally, the Daqi Street is a rural township in Beilun District. Its efforts to deal with natural disasters and emergencies have made it a best practice rural model. The District is one of the oldest parts in Ningbo; it is also a political and economic centre of the City. The District is not an independent political entity. It is commonly used as a name for the three aligning districts of Haishu, Jiangdong, and Jiangbei. The District shares much of the physical infrastructure. Traffic system, electricity, water, wastewater treatment and waste management are all managed, or supplied centrally at the municipal level. The road network across the District is built along the three rivers. Traffic congestion often arises during peak hours. The District is served by the same power supply company. All municipal wastes are centrally collected and some are transferred to Fenglin Incineration Power Plant, while the rest are disposed at the Ye Maoao Municipal Landfill. The centralized and integrated water system is supported by four water plants: Jiangdong, East Dongqian Lake, Nanjiao and Maojiaping Plant. The shared drainage system carries both rainwater and wastewater. A large portion of the system has been used for more than 20 years. The system is often overloaded in heavy storms; the amount of rainfalls exceeds the maximum carrying capacity of the system, resulting in District flooding. The total area of the District is around 271km2 with 0.81 million population. This accounts for almost 3% of the city area and 14% of the population. In 2009, the GDP in the District was slightly over 80 billion Yuan (11.8 billion USD), contributing to 19% of Ningbo City’s total GDP. The average growth rate has been maintained at over 8%. Within the District, Haishu and Jiangdong mainly rely on retail commercial and other tertiary industries; Jiangbei is mainly dependent on primary industries, like metal processing, general electrical machinery and manufacturing. 88% of the District is urbanized, higher than the Report Ref | Draft 1 | 3 March 2011 110627_LRAP APPENDICES.DOCX Page 9 World Bank Climate Resilient Ningbo Draft Local Resilience Action Plan municipal level of 64%. No agricultural land remains in the Haishu and Jiangdong Districts.2,3,4 A2.2 Development Plan By the end of 2020, population of the District is estimated to reach to 1.95 million, comprising 24% of Ningbo City’s total population within 3% of the city area. The Ningbo Master plan has tried to account for this upcoming economic and population growth. The District is to be an integrated platform for economy, culture, finance, information, technology, education and tourism. The land use will be mainly for tertiary industry, such as high technology and sustainability. Additionally, several areas have been identified in the masterplan: ï‚· 2 km2 of administrative and central business use; ï‚· 3-5 km2 of commercial centre around the confluence of three rivers; ï‚· 1-2 km2 of cultural area set from the Yaojiang Bay to the river confluence; ï‚· 2 separate Science and technology zones; and ï‚· Tourism zone around the Dongqian Lake. 5 By the end of 2020, there will be 62.3km2 area of residential land, with the target of 32m2/capita. Residential buildings are planned to be mainly in the form of multi-storey and middle-high rises. The plan is committed to improving the District infrastructure, and making efforts to meet the growing population. Greater inter-district transport connections are being planned with three express roads to Zhenhai and Beilun Districts. The internal road network is to be improved and a subway running through the District is now under construction. Additionally, 177.4km railway will be developed. The first stage of Ningbo Station located in Haishu District will be completed by 2012. Three power plants, four water supply plants and five waste water treatment plants are being built or upgraded. Fenglin Incineration Power Plant is planned to expand the treatment capacity from 1,000t/day to 1,700t/day 6 . With the three existing hospitals, a new comprehensive hospital and eight specialized hospitals will be built. This may be due to its governance structure. The District is governed by separate district governments instead of one political entity. The organization arrangement of each district government follows the municipal organization structure. The Haishu, Jiangdong and Jiangbei Districts are led by Report Ref | Draft 1 | 3 March 2011 110627_LRAP APPENDICES.DOCX Page 11 World Bank Climate Resilient Ningbo Draft Local Resilience Action Plan Mr. Peng Zhugang, Ms Sun Liming and Ms Zhang Nangfeng respectively. Although they share much of the infrastructure, each district is independently administered with little coordination or communication. 7 There is no comprehensive emergency plan. Instead, emergency plans are prepared separately, potentially sparking confusion or even contradictions. There are similarly three different emergency offices with no particular office coordinating, or regular communications.8,9 Despite its high education and urbanization rates, its healthcare coverage is below average. 35% residents, around 0.28 million benefit from the public health care insurance, lower than the municipal level of 46%. Most of the areas are within 5m above sea level and is prone to flooding. In 1997, the Three River City District encountered a once in 100-year flooding event, resulting in 184 thousand hectare lands affected, 3,042 factories shut down, 93 thousand livestock dead, 26 thousand houses collapsed, 19 people dead, 26 people missing and 4.5 billion Yuan economic loss. Thus, the Three River City District’s socio-economic-political importance, high flood risk, and lack of governance make it a target area for further study. Report Ref | Draft 1 | 3 March 2011 110627_LRAP APPENDICES.DOCX Page 12 World Bank Climate Resilient Ningbo Draft Local Resilience Action Plan A3 Port A3.1 Overview Ningbo has 9,758km2 of marine area, including 531 islands, and 1,562km of coastline (788 km of mainland coastline and 774km of island coastline). This makes it a suitable place for port operations, marine related services and expansion of the marine economy. Ningbo Port has been important for the international trade since ancient times. During the Tang and 10 Song Dynasty, Figure A3.1: Port Group Co. Ltd. Organization Ningbo was one of the three main ports for international trade. After the Opium War, it became one of the five commercial ports open to the world. Sun Yat-Sen, the founding father of Republican China, conceived to build the Ningbo Port into the greatest port in the east. Today, it is the second largest cargo port in China, and fourth globally in 2009.11 The Ningbo Port Group Co. Ltd., founded recently in 2008, manages and operates Ningbo’s ports. It has a target to provide a full range of services including containers, iron ore, crude oil, liquid chemicals, coal, general cargos and other rental, logistic services. Within China, it strategically locates in the Yangtze River economic region, covers the whole East China, and acts as a focal point of river-sea joint transport via the Yangtze River and the Grand Canal. ï‚· Good Weather: with the Zhoushan Archipelago as a natural bulwark, the harbour area has a smooth current, calm sea, and no silt. The number of annual average operating days reaches 355. ï‚· Deepwater: the channel to Beilun Port Area of Ningbo Port is normally from 30 to 100 meters deep, even the shallowest 4 km long section has more than 21 meters in depth at high tide, that enables the largest ships, up to 200,000 to 300,000 tonnages, to access and egress the port without hindrance. ï‚· Full Port Functions: the port of Ningbo has been developed to a comprehensive, multi-functional port with complete small, medium and large berths. There are a great number of berths of over 500 tonnage including 17 of over 50,000 tonnage. Railway and highway are connected directly to the port areas that provide good conditions of cargo collection and distribution. Transhipment of water-to-water, water-to-land and joint transport of sea, road and railway can be carried out at the port. ï‚· Flexible Costs: Ningbo has adopted a more flexible pricing than the Ministry of Communications set port rates, based on customer size. Ningbo has an additional advantage over Shanghai due to its shorter piloting distance that further reduces costs. 12,13 Report Ref | Draft 1 | 3 March 2011 110627_LRAP APPENDICES.DOCX Page 15 World Bank Climate Resilient Ningbo Draft Local Resilience Action Plan The Port categorized into inland, estuary and coastal ports now consists of eight port areas of Yongjiang, Beilun, Zhenhai, Daxie, Chuanshan, Meishan, Xiangshan and Shipu. It is a modern, comprehensive, multi-functional port with a range of small, medium and large berths. At present there are 292 operating berths, in which 181 berths are above 1,000 tonnages, 74 large berths area are above 10,000 tonnages and 18 huge berths are above 100,000 tonnages. This makes Ningbo Port the owner of the largest number of large and super large deep-water berths in China. With competitive advantages in its regional location, Ningbo Port has formed a dynamic network integrating with highway, railway, airline, river and sea transportation. There are in total 216 container routes running from the port, including 113 ocean routes to Europe, Eastern America, Western America, South America and the Middle East, 51 short-ocean lines, 20 domestic extensions and 32 domestic trade lines 14. Ningbo Port aims to be a world first-class port with container throughput reaching more than 12 million TEU and the cargo throughput surpassing 380 million tons by 2011. Hub, logistics, information, trade and security development will also be considered. The ultimate goal of the Port is to be an unparalleled port for container, with the highest handling capacity and volume of iron ore, crude oil, coal and liquid chemical products.15 Transportation will be supporting this through the construction of Round City Highways East Section, Xiangshan Port Bridge and linking lines, Chuanshan Highways, Meisan Bridge and its connecting lines, and Daxie Second Highway. The Port is very much aligned with the city’s economic plans, through their official strategy: “Making the city prosperous through the development of the port, and promoting the growth of the port through the progress of the cityâ€?. Nationally, the port supplies iron material to over 30 steel plants, the largest transit hub for crude oil and a major coal supplier for power plants. It makes Zhejiang province the largest thermal power base in the South.16 A3.3 Considerations Ningbo Port’s preparedness against climate change is limited to the standard protocol for typhoons. The standard specifies that a taskforce comprises team leaders from different groups take a leading role once the Port receives typhoon notice from Shanghai Central Meteorological Station. There are also corresponding actions to safeguard the port, its workers, and assets. For example, subject to climatic conditions, ships need to be called back to shelter. Failure to comply with the standard would result in penalties. Monitoring and control measures in response to sea level rise have not been developed. It is recognized that climate change could pose further weather-related risks to the Port, and present new and extreme weather events that were not previously encountered. Therefore, it would be both desirable and practical for the Ningbo Port to establish its own strategy to tackle sea level rise, coastal flooding, and other climate change impacts to its development plans, including preparing its infrastructure, and staff training and drills so as to maintain its resilience and robustness in the long-run. The total area of the Street is around 105 km2. There are several development zones, such as export processing, science and technology zones. The Daqi Street was upgraded in 2003 and it is the largest street in Zhejiang Province with 40 villages and six communities. There are approximate 58,000 resident population and more than 80,000 floating population in this area. Daqi Street is led by Mr. Huanhong Hu with support from 18 committee members. Daqi Street Work Offices of Party Affairs includes six offices. They are responsible for political, economic, cultural, and educational affairs as well as public health, urban management, security and development. There are over 3,000 private companies within the region, of which more than 1,600 are industrial enterprises. With 700 mould manufacturing and 15,000 workers, Daqi is known as China Mould Town; it also aims to be an international mould city. In 2007, mould manufacturing brought Daqi around 3.5 billion Yuan income. In 2009, the total industry income Report Ref | Draft 1 | 3 March 2011 110627_LRAP APPENDICES.DOCX Page 19 World Bank Climate Resilient Ningbo Draft Local Resilience Action Plan in Daqi was around 8.9 billion Yuan, accounting for 5% of the city industry income. Daqi has greatly improved its infrastructure, including transportation, new rural construction, cultural and leisure facilities, etc. The Street has built a convenient transportation system, including Beilun Port Railway and 329 National Road. The coastal road shortens the travel distance to Beilun Port to 5 km and Ningbo Lishe Airport to 40 km. All the internal roads at village levels have been hardened and public bus services are provided for each village such that places are more well-connected within a 20-min transport network. There is also a rapid progress on urban management. 30 km2 has been specifically designated under street urban management. In 2008, several new village waste transfer stations, 16 waste collection houses, waste collection vehicles, water spray cars, etc. have been equipped for waste management. There are now more than 150 staff responsible for waste management and cleaning of the Street. The living quality within the street has been enhanced in recent years. The Daqi Street Health Clinic and Zongrui Hospital provide the Street’s health and medical care. The Health Clinic is operated in an area with 1,300 m 2 and around 70 staff, while the Zongrui Hospital provides about 467 beds with around 690 health care staff. There are five urban parks, over 30 village parks, 20 elderly centres and six village halls in this area. 0.115 million m2 green spaces have also been provided. Three new primary schools have been built and one high school has been refurnished. 13 main drainage pipes and 34 drainage pipes have been laid. Over 40,000 residents are now able to enjoy the clean central water supply. 17 But what makes Daqi Street more noted than its size and rural development are its efforts around emergency action and preparation. Its model efforts make it a target area, especially for other rural townships. On the average, the area suffers 2-3 typhoons per year, mostly between July and September and it is the major factor that induces flash floods in the region. The Street has undertaken a number of actions in response. Two national rainfall stations, Daqi and Yangao Stations, have been built; supported by other regional rainfall stations, including Xinluao, Chenwan Reservoir, and Lingfeng Stations. There are one large-size and five small-size reservoirs, as well as 28 water ponds to store and supply water. River/stream channels management have recently been improved against floods. Comprehensive emergency plans have been implemented, and include emergency overall plan, disaster prevention plan, flash flood emergency plan, geological hazard emergency plan and public health emergency plan. The mechanisms of warning, communications, pre-disaster preparations, post-disaster emergency responses, resource allocation strategy as well as education for raising awareness are specified. 19 Figure A4.2: Daqi Landuse and Village Map 1 Report Ref | Draft 1 | 3 March 2011 110627_LRAP APPENDICES.DOCX Page 21 World Bank Climate Resilient Ningbo Draft Local Resilience Action Plan To minimize risks and hazards from emergency, shelters have been prepared for residents in each village in the Street. Xueyuan Community shelter is recognized as a national model due to its sophisticated emergency system. 20 Xueyuan Community Service Center Xueyuan Community is around 1.08 km2 with 10,000 residents. The Xueyuan Community Service Centre normally is a multifunctional community space, with education and training classes, and administrative offices. During an emergency however, the centre can be converted to a shelter for around 500 people. Dozens of essential emergency and relief equipment and facilities are stored in the centre, including 100 ropes, 10 life jackets, 20 helmets, blankets, foods and water, etc. There are 10 dorms with 4 beds per room, with additional rooms and offices that can be utilized. The Center, supported by Red Cross, provides several emergency trainings to staff and community residents/year. They publicize their programs and activities, and provide information to the residents through visits, mobile text, flyers, and events. If there is an emergency, residents are informed through their mobiles and community representatives. Through site visits and interviews, it is noted that there is a high level of awareness of the shelter. The community has established an emergency organization with various responsibilities. There are more than 50 members in the emergency team, including full-time doctors and over 40 volunteers. A4.3 Considerations Daqi Street’s current emergency plans and management systems have established a model for other rural townships. However, the Street has not fully incorporated climate change into its emergency plans and development. There remains inadequate education and training with respect to climate change among the government officials and residents. Though streams and rivers have been reinforced, there are still rooms for further strengthening the capability in withstanding severe floods. Most of the current designs are able to fight only against 20-year floods, others are lower. Also, the health care workers reflected in the interviews that Health care services, particularly frontline workers during emergency are not sufficient. To maintain its standard as a model town, and high level of emergency preparation, it would be prudent for Daqi Street to further improve the resilience to climate change by upgrading the standards of its Report Ref | Draft 1 | 3 March 2011 110627_LRAP APPENDICES.DOCX Page 22 World Bank Climate Resilient Ningbo Draft Local Resilience Action Plan infrastructure and effectiveness of public health. Officials should take climate change into account in their plans and decision makings at physical, operational and institutional level. Port as indicated in previous section focuses more on mitigating typhoon impacts rather than preparing resilience against the climate change impacts. Though Daqi Street has done well in emergency preparation, how to take climate change impacts into consideration and widely promote its model practice to other districts would reply on more government support and cooperation. The Government needs to have clearer leadership in addressing the target areas and combating climate change for the City overall.
