This is the first ISR following the second restructuring of the Project, completed in July 2018. The restructuring was endorsed by the Local Education Group. It includes a 10-month project extension and the inclusion of new activities. Revised closing date is June 29, 2019. Progress towards achievement of the Project Development Objective. The Project is on track to meet its development objective, as illustrated by progress on the following PDO-level indicators:  Pupil-textbook ratio. The pupil-textbook ratio has reached 2.3:1 as of September 2018, compared to a baseline of 12:1, as a result of successful Year 3 textbook distribution, Thus, the end-of-project target of 3:1 has been exceeded. 12/19/2018 Page 1 of 8 The World Bank Implementation Status & Results Report CAMEROON--Equity and Quality for Improved Learning Project (P133338)  Recruitment and deployment of new teachers. The number of new contract teachers reached a total of 9,000 over 2016-2018 period (2,979 in 2016, 3,003 in 2017 and 3,018 in 2018). Thus, the end-of-project target of 9,000 recruited teachers has been achieved. The last batch of teachers was hired, trained and deployed in August 2018 for the 2018-2019 school year. Key targets for this indicator were exceeded: (i) percentage of new teachers deployed in priority zones and rural areas (93% versus end-of-project target of 80% - PDO-level indicator); and (ii) percentage of new teachers which are female (69% versus end-of-project target of 45% - PDO-level sub-indicator).  Assessment of student learning outcomes. An assessment of student learning outcomes will be undertaken in January 2019. This evaluation will enable the Project to monitor the learning outcomes of the cohort exposed to Project interventions. (Primary school students from grade 3 in the 2018-2019 school year and exposed to Project’s intervention(s) since the 2016-2017 school year). Intermediate results indicators. The Project has reached an estimated (2018 Statistical Yearbook is not yet available) 3,500,000 direct beneficiaries (97% of current annual target – of which 48% are female, just exceeding the target), has exceeded all four end-of- project indicator targets related to training (teachers, inspectors, ENIEG directors, and share of women), and has met three out of four indicators on building knowledge and capacity development (e.g. a skills study, policy note on adult literacy, and study on student flow and higher education reform). The fourth study on basic education cycle is not yet completed. The remaining intermediate result indicator targets related to EMIS strengthening have not yet been reached but are expected to be achieved by the revised closing date, as activities are ongoing. The newly added activity (under the recent project restructuring) is the distribution of 10,000 benches for primary schools in refugee and internally displaced persons (IDPs) affected areas. The PIU (Project Implementation Unit) provided a comprehensive note for this activity, and procurement should be launched shortly. All targets are expected to be met by the end of the Project. Implementation Progress (IP). Project implementation continues to progress but requires attention. Disbursements. Limited disbursement has occurred since last ISR, (completed on July 28, 2018). As of December 12, 2018, disbursements have reached US$36 million (68% of the total grant amount), and are likely to reach US$42 million by January 2019, with expected disbursements against the teacher recruitment DLI. With projected additional disbursements of US$4 million, pending independent verification of DLIs, total disbursements are likely to reach about US$46 million (86%) by March 2019.
