Project implementation has been stalled over the reporting period due to a shortfall in counterpart financing. Although the State Committee for IDPs and Refugees and the Social Fund for Development of IDPs have been working diligently to resolve the counterpart financing issue, little progress has been made. The next critical milestone to get implementation back on track to achieve the project’s development objective is for Government to allocate adequate co-financing in the 2019 State Budget and Investment Program, to be finalized in February 2019. Nonetheless, under Additional Financing, 31,505 community members (49.6 percent of which are women) have so far benefitted from the 51 community micro-projects that were identified through community mobilization and that have been completed to date. Another 55 micro-projects have been identified, out of which 14 have completed the first stage of detailed appraisal, and 10 are in the bidding stage. Under Component B of the project, which finances larger infrastructure rehabilitation in New Settlements, 21 sub-projects have been identified, out of which 2 have been completed, 1 is in bidding stage, and 8 are in construction stage. Under the Livelihoods youth support sub- component, 1666 youth (48.5 percent of which are women) have been selected to receive vocational training, 833 of whom have completed their training. Under the income generation sub-component, 134 income-generating groups have been registered, received business development training, and accessed grants benefitting 1,387 beneficiaries (71 percent of whom are women).
