The crisis had a toll on the project activities implementation with the suspension of disbursement and project activities for almost 6 months. Hence, the PDO has been rated marginally unsatisfactory. A restructuring mission was carried out from January 15 through February 8 as planned in Mali. The objective of the mission was to restructure the project so to facilitate its implementation with the view of accelerating disbursement. Following discussions with all the stakeholders and partners and a thorough assessment of the implementation since the approval, the decision was made to proceed with a level two restructuring due to the fact that the DPO is still relevant and no change has occurred in the environmental and social safeguard aspects. In doing so and to ensure that implementation will be efficiently carried out with results on the ground, the following decisions were made to: (i) keep the project development objective as it is but refine the result framework to better align DPO and key indicators; (ii) reduce project scope through a downsizing of project activities in line with the lost of resources resulting from the closing of the EU-TF (18 million USD); (iii) maintain the irrigation development scheme at the Office du Niger and the small irrigation scheme while streamlining the components 1 (Technology Transfer and Service Provision) and 3 (Comprehensive Programmatic Approach, sector monitoring and Project Coordination; (iv) focus on three key prioritized values chains (rice, cowpea and milk) instead 15 thereby reducing the production systems from 22 to 10. In the same vein, the institutional issue which was the main cause of confusion and to some extent frustration among project coordination team members was also adequately addressed. In this perspective, the "Cellule de Planification et des Statistiques'" (CPS) will continue to coordinate project activities while the two implementing agencies : (ON) Office du Niger in charge of the irrigation scheme development and APCAM (Assemblee Permanente des Chambres d' Agriculture du Mali) will be empowered WITH focal points designated to specifically follow up PAPAM's activities; (v) reallocate resources within project categories and components in line with the resources lost resulting from the closing of the EU-TF. Accompanying measures will also be taken to swiftly reinforce the overall institutional set-up through: (i) an assessment of staff performance by a consultant firm internationally recruited; (ii) a recruitment of staff to fill the vacant positions; (iii) a comprehensive revision of the implementation, administrative, and accounting manuals. Since the project implementation environment has dramatically changed due to the socio-political crisis, a detailed analysis of risks at project appraisal was carried out along with an assessment of the adequacy of proposed mitigation measures at that time, as well as identification of possible new sector and operational risks that have emerged during project implementation.
