Chapter 2 of the Western and Central Africa Education Strategy highlights the alarming learning poverty across all countries in the region and the distressing levels of graduate unemployment and skills mismatches among young people exiting the education system with TVET or tertiary education. Such outcomes are especially troubling in light of evidence regarding the positive impacts of education on economic and social outcomes.
