The report provides the following findings on municipal decentralization in Nicaragua, acknowledging Nicaragua is pursuing decentralization in an aggressive manner. Fiscal neutrality should be pursued as of 2005. Delays in pursuing fiscal neutrality can threaten macroeconomic stability and make the task more difficult and less efficient in the future.
