The report presents a short run program of action and longer term perspectives for each sector. The sectoral programs are coordinated in terms of an overall strategy of development, with a series of general institutional reforms and government policy measures, designed to make possible the implementation of the suggested overall and sectoral programs. Finally, a first estimate is made of the domestic and external fi8nancial requirements and availabilities.
