Tonga has the highest expenditure on unhealthy food among Pacific Island countries. With imported cigarettes having a higher tax and therefore higher retail price, domestic cigarettes have become more popular. In view of this, the report presents recommendations on tax structure; tax revenues; monitoring and evaluation; and complementary (non-tax) measures.
