The measurement of the benefits of feeder road investments in developing countries is discussed. An examination of the developmental benefits of feeder roads must consider which barriers are likely to frustrate the development forces set in motion by feeder road investment. To deal with the problem of barriers, project identification procedures need to be strengthened. More information is needed to identify bottlenecks other than poor feeder roads...
