This study uses the term public goods for air quality and the global climate, not because the control should be by the government the government is anyway just a conduit for private resources. Rather, the term public goods is used because enjoyment of air quality and climate is non-exclusive such goods can be enjoyed by one individual without excluding the enjoyment by another.
