Acting globally while thinking locally : is the global environment protected by transport emission control programs? (anglais)

This study uses the term public goods for air quality and the global climate, not because the control should be by the government the government is anyway just a conduit for private resources. Rather, the term public goods is used because enjoyment of air quality and climate is non-exclusive such goods can be enjoyed by one individual without excluding the enjoyment by another.
