The objective of the Disability and Children at Risk Project for Bangladesh is to expand the coverage, use, and quality of social care services for persons with disabilities and vulnerable children as a means of promoting equity and social inclusion. There are three components to the project. The first component is the expanding disability services, improving awareness, and building capacity. It will expand social and rehabilitation services for people with disabilities and build the capacity of Non Governmental Organization (NGO)/ Disable People's Organizations (DPOS) and government agencies, which support disabled people and their families, and that work for greater disability awareness, inclusion, and empowerment. It will support the restructuring and scaling up of the Jatiyo Protibondhi Unnayan Foundation (JPUF) to channel grants to DPOs and disability NGOs. The second component is the strengthening and expanding the network of services for children-at-risk. The objective of this component is to improve access to, and the quality and relevance of services for children-at-risk in selected cities of Bangladesh. To achieve this objective, the component will align the legal and policy framework with the United Nations Convention on the Rights of the Child (UNCRC), strengthen the capacity of the Department of Social Services (DSS) to design and oversee programs for child protection, and implement pilot interventions to inform the child protection policy framework. Finally, the third component is the institutional strengthening of the Ministry of Social Welfare (MOSW) and department of social services. The objective of this component is to support the MOSW and the DSS to gradually shift from being the managers of institutions and services to a proactive and preventive social service approach. To this end, the MOSW, in collaboration with DSS, has laid out the strategic directions for the next five years in a policy letter.
