The municipal development projects in Brazil and the Philippines examined in the OED impact evaluation study achieved what they set out to do. They promoted municipal government reforms and improved fiscal performance. In doing so, they enhanced the managerial capacity of local institutions and stimulated a more entepreneurial view among mayors of their administrations, which ensures continued evelopment.
