In view of the massive increases in energy aid from both bilateral and multilateral sources, the need for further aid coordination efforts is essential. Although no strong case exist for the establishment of new international coordinating bodies, there are grounds for more regional coordination effort, and, primarily, for establishing and strengthening national energy planning agencies.
