The case of Lafrasia, a fictitious country, set in 1989, synthesizes the problems faced by a number of developing countries in public expenditure analysis. The two main objectives of the case are: a) to create awareness among participants of the public sector problems faced by a typical developing country; and b) to help participants conceive and develop potential solutions to these problems.
