In an attempt to counter the problem of lower productivity on farms cultivated by squatters, Thailand has started issuing certificates to squatters awarding them usufruct rights. The rationale behind these certificates, (known as S.T.K. in Thai) is that they enhance farmers' perception of security, thereby inducing more farm investments.
