This manual presents in summary form, the conceptual framework for and basic components of the evaluation, and proposed monitoring system for low-cost sanitation programs. A full description of all procedures suggested for implementation of both evaluation and monitoring, including questionnaires, procedural notes, designs of analytic framework, etc., are found in Annexes I-IV.
