This evaluation is the result of a combination of quantitative and qualitative methodologies, including key informant ratings of Sector Fora objectives; a survey completed by World Bank managers, propensity score matching of Bank staff participating and not participating in Sector Fora, and material drawn from in-depth focus groups consisting of both headquarter and field staff.
