This case study describes how the United States Agency for International Development (USAID) pursued a vision for large-scale microfinance in Morocco by creating a best-practice microfinance institution and facilitating an enabling legal framework. As an investor, USAID built a self-sustaining microfinance institution (MFI) that operates at a scale reached by only one other MFI in the Middle East and North Africa region.
